You can find it up the wall at Darkwall Tower.
Flying around the area.

Either she has an unusually long respawn timer for a rare of her caliber (no mount, best loot is a BoP blue) or there are certain conditions that must be met for her to spawn. I've been camping the platforms for 45 minutes and no sign of her.

Tried to farm Executioner Adrastia for 4 hours. (watched two movies with airhorn rarescanner no spawn). Either she shares spawn with Executioner Aatron or there is a hidden trigger.

This rare will announce her presence with the zone message:
"Executioner Adrastia yells: Darkwall Tower belongs to the master!"

Then she will proceed to fly in circles above Darkwall Tower.

The rare is spawned by a certain trigger. At the top of Darkwall Tower you will see a bunch of friendly Darkwall Captives. They are in buildings and around the platform. You need to go around killing the mobs surrounding them. It will cause the captives to start saying things about rising up and causing a riot. Freeing enough of them triggers the rare to spawn. Only took me about 5-10 minutes of freeing them before it spawned the rare. She does a yell to announce that she has spawned.

This may or may not help. But following the comment about freeing the Darkwall Captives, I did this for an hour straight with no luck. Someone else mentioned possibly sharing a spawn with Executioner Aatron so on a whim I went down and killed him. Not 10 minutes later of resuming my farm she spawned. It is possible only one executioner at a time can be up but it might be coincidence.

Killed Executer Aatron, then went up and massacred fangs and made sure dredges made it out, sometimes they fight fangs instead of leaving, after a dozen or so crossed the bridge and despawned, guess who showed up. Will test more to see if process holds true.

I wonder if her respawn has to do something with that gargoyle statue. As I have seen on the kill videos the statue is lifted up with red anima. I have killed many mobs around, tried many emotes near that but it is not working. Maybe some item from dredgers with infused ruby currency?

Can confirm that this Adrastia does not share a spawn with Aatron. I saw Aatron up, rode the elevator and Adrastia was also up. Killed Adrastia, rode it back down and Aatron is still up (and bugged without sentries so I'm guessing he has been there a while). I liberated dredgers for hours the past 2 days and kept Aatron killed but never saw Adrastia until WQing on an alt. I don't believe she is tied to freeing dredgers but I'm not sure what makes her spawn.

I killed alot of mobs around Executioner Adrastia's spwning ground 3 times over, and nothing happend. I went down and killed Executioner Aatron, went upp again and re-killed the mobs again, but only about 80% of the mobs this time, and Adrastia spawned right away. Remember, you have to go near the friendly ones so that they will budge. Killing enemy mobs around them isn't enough because otherwise the friendly ones wont move at all. Going near them triggers them and they will speak. Don't forget to go inside the house too, and dont miss even a corner. Dont forget to open the 2 doors also.

Hope it works for you guys now.

Gonna try this tomorrow and see if it works like that.

After testing this out, you MUST release the Darkwall Captives in order to spawn her. The captives escape in one of two directions and you have to make sure the exit route is clear. Otherwise, they will start fights with the Darkwall Bretrayers and Demolishers along the way.

Focus on gathering quite a few of them, then run with them along their escape path. Once you have cleared the path, you can pretty much watch them run down or not even worry about them, but if one add spawns on their path, they will stop and fight, die, and you won't get credit. Just go back and make sure the patch is clear every so often. I do not know how many it takes, but I watched one despawn as it hit the end of the path and instantly Executioner Adrastia spawned. I probably sent 35 or so to escape and was the only one in the area. I have done this two days in a row and it's worked both times.

Confirmed Freed many dredgers lost count but run around and caused a rebellion of the little guys when killed the mobs 1 1/2 times around the hilltop where she spawns. Spent about 5 min killing everything supervising the little Dredgers and she spawned.

Started to kill everything around her spawn, after killing everything in the crypt she spawned.
Sadly didn't drop the dredger item after all that work to get her to spawn.

After going through all the comments, what worked for me was the rescuing of the dredgers (until they fully despawn).
Waiting game didnt work. Killing Executioner Aatron didnt work. Randomly killing venthyr didnt work either.

i started then to rescue the Dredgers all the way 'til they despawn, like one comment suggested. and she spawned in a very fashionly time (like somewhat around 5-10 Minutes)

I suggest that's the trigger, as she also says "Darkwall Tower belongs to the master" ergo doesnt lilke us taking the Dredger slaves.
Or maybe i just interprete too much into it :')

I freed the dredgers for about 10-15 minutes and she spawned. It's pretty clear you're meant to free them and lead a mini-rebellion with an army of dredgers up on the tower until she arrives and attempts to settle things down. You probably need to escort the dredgers too because they can get caught attacking mobs on their way to the bridges and elevators around the tower and it might not count towards spawning her if they die before escaping. She flew fairly high and fast which meant I needed a 40 yard range pull to bring her down. I wasn't able to do it as Outlaw which only has a 20 yard max range.

The dredger's have two "extract-points" they try to run to. Just make sure they do their rebellious emote by getting close to them and then escort them until they can safely get away. When they stop to attack, kill the mob they are attacking so they can resume their getaway and eventually Executioner Adrastia will spawn yelling: Darkwall Tower belongs to the Master!

I still think that releasing dredgers triggers her spawn, It just takes a random amount of time. Let's say between 5 and 30 min. It was roughly 30 min in my case, She dropped the dredger outfit on the first kill.

Today I decided to try her. I killed Aatron, went up and started to free dredgers and escort them until they despawn. 30minutes later, she was not still spawned so I gave up.
There must be something else or something more than just freeing dredgers and escorting them.

She will spawn when you free 20-25 prisoners which are working in this area (takes about 10min.). Just free them by walking next to them. After you have freed 20 prisoners she will spawn. Then she flies around. Go ahead freeing prisoners. After freeing more prisoners (maximum 5) she will land next to the statue in the middle of the plattform. Then you are able to fight againt her. Have fun!

Here is my guide on how I got her to spawn.

First, I had already killed Executioner Aatron before attempting to find Adrastia. After, I went to her spawn location in front of the top of the elevator and she was not there. I was unsure if it would work, but I did spend some time freeing Darkwall Captives for about 15-20 minutes.

In order to free the Captives, you must kill a Venthyr near them. Even if a Venthyr isn't spawned near a dredger, you can tag one and pull it next to the dredger and they should start fighting with you. The dredger will let out a grunt, and most likely an emote saying "Darkwall Captive says: The Prince hasn't forgotten us!" or "Now's our chance! Punch somebody!"
List of other emotes dredgers will say when being freed:
"I knew da Prince'd send for us!"
"Dredgers, rise up!"
"Imma get some payback!"
"Prince Renathal is da best!"
"For Prince Renathal!"
After you kill the mob near the dredger(s), they'll start to run along a path to one of two locations. If you saved a group of them, they will not diverge paths so just keep following the group. Make sure to escort them and keep an eye on them. They may start to run toward a mob and attack it on their own. Help them and run with them to their despawn location. If you decide to let them run by themselves, they can easily get killed, so if you're going to let them run by themselves at least make sure their path is totally clear. I don't recommend this because you should ensure they make it to their despawn spot so you're not wasting time and a dredger (in addition, there are groups of three dogs who patrol around that can easily kill your escaping dredger(s)).

The crypt near Adrastia's spawn is a really good spot filled with at least 5 dredgers. Make sure to open the doors and save the ones in there, too. About a minute after I freed the entire crypt, Adrastia let out her yell and she flew in the air, unable to be attacked for a good minute or so. I kept my eye on her until she was close enough (and available to hit) so that I could use Crackling Jade Lightning to bring her down. I'm convinced that freeing the dredgers, including freeing the whole crypt, will encourage Adrastia to spawn. Good luck.

Just adding my voice to the others who have said we're still missing a piece of the puzzle here. On multiple different trips to Darkwall Tower, I've made sure Aatron wasn't up and started freeing dredgers. Comments here say to free 20-25 and escort them until they despawn. I've doubled and tripled that number with no luck. The one dredger that yells doesn't seem to matter. Killing tons of venthyr didn't help. Making sure other dredgers freed by people questing in the area survived did nothing.

On one trip she did eventually spawn after nearly an hour, but I'm not sure what was different for that one.

So tonight I got her to spawn by killing Aatron, then cleaning up a bunch of mobs around the tower to free the Dredgers, I went in a circle and followed most of them and helped them kill any mob they encountered. I also noticed twice that a Dredger would yell "NO SHOES, NO SHIRT, NO SERVICE!" After the second yell from a Dredger she spawned, which was roughly 10 or so minutes after I killed Aatron. My thought is, if they share a spawn time, you need to have them both killed and cause a riot, by freeing the dredgers.

So I was freeing the captives for like 30 - 40 minutes and nothing happened. I was also reading all of the comments about Executioner Aatron and that you have to kil him too. So I went and checked if he is up too and indeed he was, so I killed him, freed another maybe not even 10 captives and Executioner Adrastia spawned immediately.

Could be a coincidence, but she spawned right after I accepted Use My Strengths from Kaelthas Sunstrider (part of the Venthyr campaign), so maybe it's covenant related? I spent about an hour freeing dredgers on my Necrolord main a few nights ago with no luck.

Just killed her Uther 2:32pm pst Sunday 4/11/2021. No active WQ's around. I took FP to Charred Ramparts, then took elevator up. As soon as I reached the top, I saw her icon pop up. She is in flight. I ran and probably dragged 2-3 mobs to a mini courtyard. Make sure you blow all your cool downs on the mobs because you need full attention on her, she summons wind tunnels or some sort that can punt you and/or cause damage if you're not focused on her. Good luck! I got the doublet, some grays and a turn-in item for the Ta'Xera Night Market collection achievement.

Edit: I am a clothie, it it helps, I also buy and use up all the buffs that the innkeeper at Halls of Atonement (the FP, not dungeon) sells. One of them gives a shield, another increases stat by 110 after killing an enemy etc. So if you have some Infused Rubies lying around, these buffs are definitely worth it. I think the shield helped me while my ice block was on CD.

I started freeing captives and was farming for about half an hour, then there was a captive without cloth. So i freed him and he yelled NO SHOES, NO SHIRT, NO SERVICE.
Thats when Adrastia spawned. This might be the trigger to get her to spawn, not sure tho. I hope this helps. I found the captive without cloth on the platform next to the elevator.

Long Sleeved Doublet is the last item for my dredger.

After weeks of farming her to spawn, she finally did and unfortunately, she did not drop the above loot. So it seems like no 100% dropchance, which is frustrating in relation to the low spawn rate.

I have been trying out all the above mentioned ways to spawn this rare and had absolutely no luck. Yesterday I logged out at the tower (forgot I did tbh) and just logged back in to see that she had spawned and was circling the tower. No one had been up there farming/freeing captives. All mobs were up and after killing her I checked and Executioner Aatron was also up.

This can only mean that she has a set spawn timer?
I'm guessing those freeing captives were probably close to her spawn time when doing so because I had no luck trying that strategy.

For statistics, she was up at 11.26 in the morning on Tarren MIll. Maybe we can start camping her and find out when she spawns.

Like the post just before mine yesterday I've freed captives for half an hour and nothing ever happened, gave up. Came back today randomly to check and she was just flying around and she dropped the item for my butler.

I found her up today - Venthyr, Ember Court lvl 4 - and she did not drop the Dredger's Long Sleeved Doublet. I was hoping it was 100% for us, but alas.

to get her to spawn kill the male version of her then free the dredgers it takes a bit of time but she will spawn 25 to 30 mins is what it took me to get her to spawn after i killed the guy version first.

The more information, the better. Executioner Aatron bugged out, so I was not able not kill him. I instead freed captives and after about half an hour Executioner Adrastia spawned.

Make sure you actually escort the freed dredgers out of the area (i.e., into the tower east of the main area; don't worry, you don't need to lead them, they will run themselves, you just follow and fight off any mobs standing in your way). It took me about 5 dredgers until she spawned.

Second thing I'd like to point, is that she is surprisingly strong for a rare. About every 5-10 seconds she summons tornados which will circulate around the position of where you currently fight her - the tornados will knock you back and deal a lot of damage; she killed me once this way and I was over ilvl 200 fury warrior. What worked for me in the end was to backpedal in large circles during the whole fight (alternatively I guess you could just run some distance away after she summons a tornado). The tornados' position is fixed and they will not follow you once summoned.

I've lured Executioner Adrastia out a few times now at the top of the Darkwall Tower. Her spawn has nothing to do with the other rare Executioner Aatron. While I'm not entirely sure if she is triggered by killing enemies in her area or freeing the NPCs there, I personaly think it is the second option.

I always start first with clearing the path for the friendly Darkwall Captives on which they return to their safe point. So I make sure that they don't run into any enemies on the way back, who might hold them back. There are several ways back for the friendly NPCs, it seems they always choose the shortest one. If you watch a few of the captives run back, you will quickly find out which paths they choose to get to their destination. It would be too much to describe this here. Freeing Darkwall Captives is done simply by getting closer to them.

At first I thought the appearance of Executioner Adrastia was triggered by killing enemies in her area , since she once exactly announced her appearance when I was killing an enemy.

However, this was not the case the following day and therefore I suspect that one of the freed Darkwall Captives had reached his safe point when Adrastia was doing her call out to appear soon. In theory, this could also have been the case the day before, only that it happened exactly at the same time as the enemy was killed by me and it then looked as if it depended on his death.

But maybe both variants have a chance to make Executioner Adrastia appear. Since you have to kill the enemies in the area anyway to make sure the Darkwall Captives reach their destinaion safely, I don't think that it matters which of the two variants exactly causes her to appear.

Sometimes it took me about 30 to 40 minutes for her to show up, but there were also situations where I just cleared up the whole area once and then she showed up. It's also worth mentioning that Dredger's Long Sleeved Doublet is not a 100% dropp.

The spawn timer probably is really long, so I highly suggest you to hop into other realms. While on the top of the tower, look for groups in Revendreth for: Avowed rep farm, Worldege Gorger, Hopecrusher, Famu, or Blanchy. This helps me to farm her daily very quickly.

Something interesting of note. I have been rescuing dredgers for weeks now, trying to get her to spawn, and no luck whatsoever, so I started trying the theory of killing Executioner Aatron first, before starting my farm. Today, I went to kill him, and the three Stone Legion Punishers to spawn him simply weren't there. I waited a good 20-30 minutes for them to spawn, assuming someone had killed them. Nothing. So I went to start my dredger riot. I freed two dredgers and Adrastia immediately spawned. She dropped the doublet too! I quickly jumped on a glider to check and see if the Stone Legion punishers were there to trigger Aatron, sure enough, I watched them spawn before my eyes, less than one minute after killing Adrastia. There's definitely a connection.
So... my theory is this: If Aatron's Stone Legion Punishers are not up, taking time off, then Adrastia's spawn timer is up, ready for her to spawn, and the trigger is simply to free a dredger. Keep your eyes on those three Stone Legion Punishers. Even though I got the doublet on the first try, I'm going to continue to monitor these punishers, and try to recreate this event. I'll post if I can trigger her again like this.

I killed Executioner Adrastia on June 19. Executioner Aatron was up with his guards. I cleared all the enemies of the Darkwall tower for 15 minutes, without focusing on the dredgers.

EDIT : I do the same on June 20, nuke venthyrs on Darkwall tower for 10 minutes and Executioner Adrastia appeared. My theory is that each venthyr killed gives a chance to spawn the rare, and / or increase that chance.

EDIT 2 : I do the same on June 21. This time, no Executioner Adrastia proc after 20 minutes of butchery. I kill Executioner Aatron and when i come back, Executioner Adrastia comes after 2 minutes.

=> I recommend killing Executioner Aatron and then cleaning up Darkwall tower for Executioner Adrastia.

Killed Executioner Aatron below and then came up to Darkwall Tower and murdered everything I could find, even mobs inside the crypts. No spawn after 30 minutes.
Aatron respawned before Adrastia ever appeared. Killed him again and went back up to the tower, killed some more, freed some guys. Went afk for awhile. No spawn.

Killed a few more mobs on the way to check and of course Executioner Aatron had respawned. There's no way he can be related to this NPC

As of 9.1, there is now a counter in the area: Dredgers Escaped: 0/50. Freeing 50 dredgers causes her to spawn. Once killed, you reset the counter to 0/50.

She uses these tornado things and a knockback to slap you around the area so you gather up lots of high health trash mobs that take forever to kill and hit hard.

If you fly up and tag her in the air she won't follow you to where you land like most airborne mobs. She'll intentionally land in a spot where you can't attack her without drawing agro on a bunch of surrounding trash mobs and stand there waiting for you to come over and attack.

Not worth all the work for one blue that you've probably already superseded in Korthia.

If you agro a mob the dredger will turn around and run all the way back to that mob to attack it. No matter how close they are to the escape point.

In case you have trouble defeating her and you are on the quest The Princeguard. Release Chelra before you pull her. Chelra keeps aggro on her rather well (I think she will only throw the tornado directly at you). Makes killing her much much easier.

Not sure which is worse, the TERRIBLE Blizzard design or all the wrong comments and instructions here... Sadly the few good comments are downvoted.

Here's how it works (downvote away ;)

If you're in the right area you should see a counter that will show "Dredgers Escaped". This needs to be 50 to summon the Executioner, which believe me is way too much so hope that someone else has gotten it close
All you need to do is go near a Darkwall Captive and they will say something and then either start running away or attack the nearest mob. If they're fighting a mob, they'll die if you don't help them.
They need to get to one of two exits to count as "Dredgers Escaped". This can be quite a distance depending on where they started from. They can also randomly attack other mobs on the way. And some of these exits have mobs positioned in such a way that they are almost guaranteed to be attacked. For instance there is a patrol of 3 bears Darkwall Suppresser near one of the exits. So you want to do at least some clearing otherwise you could be freeing dredgers left and right and not one of them will make it to the exit.

So you have the option of freeing them, killing the first ones they attack and hoping they make it the rest of the way. Or "guiding" them to the exit which of course takes forever.

And of course there aren't anywhere near 50 of these Darkwall Captive in the area...

Once you finally have 50 on the count, Executioner Adrastia will show up, do a few emotes and take quite a long flying path to get to the point where you can attack her. So at least you don't have to hurry to get to her if several are doing the dredgers.

I figured this would be the case, but I did it for science anyway. The Dredger's Long Sleeved Doublet is tied to her daily loot table, so don't bother killing her after the first time for that day.

So I just did this 'event' (I call it that because you have to actually free slaves and there is a counter).
I noticed something that I think most people might be missing - and that is: the auto attack of the Dredgers as they run away to be free... They seem to have a certain path - and if there are mobs along that path - they attack them, and die... In order to alleviate this - what I did is make sure to kill all the mobs along their path so they could freely escape.

Once the big baddie spawned - I followed her around as she flew her path - and pull her the moment she turned red...

Easy kill - didn't take that long all in all. Just have to get to 50 mobs for her to spawn. You HAVE to free 50, period, because that is the event.

As of 10.0.2, I parked my level 60 assassination rogue stealthed in the Darkwall Tower sub-zone and waited on the weekly reset. When the weekly reset rolled past, I logged into my rogue and took my time surveying the entire area for Darkwall Captives. Including the underground sepulcher, I counted a total of 32 (at least two of the Captives will move around from time to time, so this is my best guess). Then I took my time "freeing" the Captives, making sure to start my killing spree at their exit point and doing sweeps that looped me back to that same exit. It took me about 20 minutes to free 50 Captives, then about 3 more minutes to burn down Executioner Adrastia. Then I did a survey of the area again to see how many Captives had re-spawned.

I don't know if I should be surprised or not, but some that I had "freed" twice before were back in place, but some that I had "freed" only once had still not re-spawned. I waited until I saw a full set again, about 20 more minutes. So the re-spawn of Captives seems to have some variability, but at the level it was designed for, perhaps not too much. I tried this again on three other days immediately after the daily reset and saw nothing different, excepting the small matter that I was nearly thrown off the side of the Tower by Executioner Adrastia's whirlwinds of knock-back on one of my re-do's. Good times.

At 15 or so kills now, still haven't gotten any drop. Yes i'm only doing it once per day. The drop chance is much lower than 11%

WARNING do not kill her mid air. Her corpse got stuck in the air and I couldn't loot then she despawned and I had to free 50 more dredgers.... Submitted a bug report
