For players that, like me, plan to farm the mounts and other collectibles daily, I have compiled a set of macros with the tom-tom waypoints for rares that drop mounts. I used previous comments by others, especially Boxofbeer, as well as Wowhead maps to compile the coordinates.

Note that not all rares seem to spawn each day. If you discover something that is missing or incorrect, please let me know in the comments and I’ll fix it.

EDIT: After the release of Mac'aree, it seems that a couple changes were made. Puscilla also drops a mount (Biletooth Gnasher) and Kaara the Pale does NOT seem to drop the fel-spotted egg any longer. The macros have been updated to reflect these changes. Many thanks to the people who pointed these errors out to me!

The rares who drop these mounts only yield loot for you once per day. I have created a macro to track whether they have been killed by you during this reset:

Sabuul who drops Fel-Spotted Egg found in Eredath at 44.1 49.7
Naroua who drops Fel-Spotted Egg found in Krokuun at 70.4 33.7
Varga who drops Fel-Spotted Egg found in Antoran Wastes at 64.2 48.2
Venomtail Skyfin who drops Lambent Mana Ray found in Eredath at 33.6 47.5

Fel-Spotted Egg has a chance to yield any of the following mounts/pets after 5 days:
Scintillating Mana Ray
Felglow Mana Ray
Vibrant Mana Ray
Darkspore Mana Ray
Docile Skyfin
Fel-Afflicted Skyfin

Serious question, is there a timer for how long it is up? I'm trying to farm it on multiple characters but never seem to be on when it spawns.

I have seen him only once, on Tuesday Sept 5 on NA servers. He respawned for a few hours and I haven't seen him since, this is with me checking on multiple characters 3-4 times per day, I've never gone more than 24 hours without seeing every other rare on Argus. This leads me to a couple theories:

1) He has a tighter spawn window than the other rares.
2) He takes much longer to respawn than the other rares.

Seems to only spawn during certain hours of the day, during that window his respawn time is less than five minutes.

I spent several hours every day over the weekend waiting for this mob with no spawn. I spent almost all day monday camping the spawn and he didnt come up once. Today he hes been spawning every 5 minutes for hours. So perhaps venomtail is a all day tuesday thing? I first went and checked for him at about 11am server time and noticed he was up. i had all my characters on isle of thunder for my tuesday mount farm so i didnt wanna rush everyone out there but i did anyway on most of my characters. I decided to do the MoP boss farm on my last few characters and I got to him at about 6:59PM server time he was up. someone had just pulled then 7PM struck and he despawned and hasnt come back. So I'm not sure how long the spawn window was. I Want to say it was a 12 hour window but It may have just been 8 hours

TLDR

~11am Tuesday noticed he was up and started moving all my characters out to kill him.
7pm Tuesday. Saw despawn mid fight and stop spawning

All Rare Elite Spawns on Argus rotate on a ~4 hour window of opportunity. In that time it will respawn and will be lootable. However, when that window closes the rare spawn will despawn, including ones that are pulled already.

The exemption to this rule is when they are the World Quest target. If that is the case, then the rare spawn will respawn throughout the entire window the WQ is available.

There are rare spawns that drop a fel spotted egg, and rare spawns that drop mounts. There seems to be a limit to how many of these will be active at once. At the moment, it appears that there will never be any more than 1 fel spotted egg dropper and no more than one mount dropper up at any one time.

Fel Spotted Eggs, after the 5 day wait time, becomes a Cracked Fel Spotted Egg, which can either drop a mount, pet, or junk.
The mounts from the eggs are: Vibrant Mana Ray, Scintillating Mana Ray, Felglow Mana Ray, and Darkspore Mana Ray
The pets from the eggs are: Fel Afflicted Skyfin and the Docile Skyfin
Note: you are NOT guaranteed a mount or pet drop. It could still result in a useless item.

The rare elites that drop the eggs are:
Naroua - In north eastern Krokuun, from a path at Destiny Point
Sabuul - In Central Mac'Aree, directly north of the center-most teleport point.
Varga - In central Anrotan Wastes, under the spider area and accessible via a fel lava level cave

All of the Mount Dropping Bosses are
Skreeg The Devourer : who drops the Acid Belcher
Both Vrax'thul and Puscilla drop the Biletooth Gnasher
Blistermaw: who drops the Crimson Slavermaw
Venomtail Skfin: drops the Lambent Mana Ray
Wrangler Kravos: drops the Maddened Chaosrunner
Houndmaster Kerrax: drops the Vile Fiend

Been waiting for a few hours with a friend, yet still not showing up! Ps. Do not farm this with other people that will leave and join and repeat just to steal your kill that you've been waiting days on!

He is up tonight on re-spawning very quickly. There is a World Quest to kill him which fails to complete when he is killed (solo by me). I don't have any other quests or anything that would phase me in the zone. Annoying.

Since Blizzard has changed quest script command I updated some macro scripts for mount farming.
I have separated the script for the phantaras which drop the eggs, and some rares which has a chance to drop a mount (I couldn't write them in one macro since the cap is still 255 characters :<). In also I'm going to insert some of the battle for azertoh rares, pandaria and dranenor world boss macros too:

I am on 23 attempts. Only do it with my characters when wq is up. takes a couple of min for him to respawn then. Unlocked Argus with character 5 today. Have this and Maddened Chaosrunner left.

Finally logged in and he was spawning, did the questchain to get 9 other characters in and it dropped on the final one! 12 attemps overall. Seems to be reseting quick, rarely seen him before or even it's body on the ground.

The six different mounts from Argus rare mobs are easier farmed on days with the associated world quest.

Does anybody know, all these years later - does this guy only spawn if the world quest is up? Or is it just one of those that is in the rotation and won't pop up until the other rares are killed? On days the world quest isn't up, I've sat here upwards of 2-3 hours and never seen it spawn.

What's the deal with this mob? It is the last one I need for Com. Argus and I have been checking every couple hours for a week now and he NEVER spawns. Doesn't matter if it is morning, afternoon, middle of the night ... never there.
