Blizzard considered having most bosses in Vault of Incarnates not be tested on PTR, but had to go back on that idea because of the new talent tree system and how these new effects might interact with raid encounters. In the future, Blizzard would consider not having raid boss testing on the PTR.

Blizzard will likely continue secret mechanics and secret Phases for end bosses.

When developing a raid like Vault of the Incarnates, Blizzard is designing an entire new space that players have never been before and there are unique challenges for that.

Blizzard regularly discusses smaller group content internally and is looking to create more "mega dungeons" such as Karazhan in Legion, Mechagon, and Tazavesh. Blizzard is interested in exploring more in this space and likes the idea.

Blizzard does see enough player engagement across all raid difficulties that they will continue 4 raid difficulties to serve a large demographic of players.

Blizzard is interested in making changes to address the amount of gold high performing raids spend on World First races. One of the first changes addressing this is the recent change to Bind on Equip items.
