They need to get a grip on this and fix it up, although I am not sure they can.

I did some Halls of Valour yesterday on normal/heroic/mythic difficulty, and in all three difficulties I felt like I was doing much more damage than I should have been, or at least soloing the dungeons was much easier than I was expecting.
