One thing that's concerning is allowing 1.12 PvP rewards accessible from phase 2. The blue rewards alone were better than half the gear in Classic. There may be some imbalance for rewards constrained by time, but I'd imagine those committed to it, will receive blue/epic PvP rewards much sooner than Blizzard can expect.
