This is a prime example of why people trash Blizz. There is ZERO reason this should not be a cosmetic item and is being restricted to cloth. Seriously? PATHETIC DECISION.

I think it's not cosmetic because of the on-use effect. My guess is that they will find a way to provide the on-use effect some other way and eventually turn it into cosmetic.
I can't think of any reason why this should remain cloth-only.

It’s a gear piece with a Use effect and that’s why it’s not a cosmetic. Cosmetics do not have stats or Use effects. If it didn’t have that Use effect, it probably would have been made into a cosmetic.

This is just a blue announcement, I bet the next PTR build will show that it was changed to Cosmetic.
