This may be the best chat-related addition since LFG was re-worked in 6.1.
This will be a nice addition for all players. Being able to have access to an in-game text to speech engine will make things like voice alerts for addons a lot easier.

I... honestly do not foresee this being used properly, given the memetic videos we've seen of other video games with said feature. I do hope I am wrong, though!
I've been testing this on PTR. It was hilarious just sitting in Oribos listening to all the NPCs talk to each other.
I am looking forward to using this feature, if the voice is good and not to robotic it could be fantastic.
This is great! I don't have any disability that affects my ability to play WoW, but I don't pay attention to the chat and sometimes miss important messages. I'm definitely going to use it.

I use an addon that reads quest text on TTS. I hope they add that option too, since in this screenshots doesn't look like there's an option for that.
why implementing this ? but not let us choose current ingame cinematics / audio as seperated language to the ingame text / game / Ui ?battle net has this option to choose 2 different languages but it isnt working. for me for example i want to have german audio and english game. because i want to easy access for macros, weakauras boss ability names in english . and the cinematics etc on german for better understanding :)
Serious question, I do not understand the problematics. Who would benefit from this? Sight impaired people? Are they able to play wow, they just cant read the chat text? What about quests?
