Astral Bulwark: Astral Shift reduces damage taken by an additional 20%.

Totemic Recall: Resets the cooldown of your most recently used totem with a base cooldown shorter than 3 minutes.

Call of Thunder: Increases the damage of your Lightning Bolt, Chain Lightning, and Storm Elemental] by 15%.

Deeply Rooted Elements: Casting Lava Burst / Riptide / using Stormstrike has a 7% chance to activate Ascendance for 6.0 sec.

Creation Core: Call of the Elements affects an additional totem.

Earth Elemental: Calls forth a Greater Earth Elemental to protect you and your allies for 1 min. While this elemental is active, your maximum health is increased by 15%.

Earth Shield: Protects the target with an earthen shield, increasing your healing on them by 20% and healing them for when they take damage. This heal can only occur once every few seconds. Maximum 9 charges. Earth Shield can only be placed on one target at a time. Only one Elemental Shield can be active on the Shaman.

Earth Shock Overload: Instantly shocks the target with concussive force, causing (273% of Spell power) Nature damage.

Elemental Orbit: Increases the number of Elemental Shields you can have active on yourself by 1. You can have Earth Shield on yourself and one ally at the same time.

Elemental Warding: Reduces all damage taken by 3%.

Enfeeblement: When Hex ends, the target is slowed by 70% for 4 sec.

Eyes of the Eagle: Changes the caster's viewpoint to that of their Companion Eagle.

Flash of Lightning: Casting Lightning Bolt or Chain Lightning reduces the cooldown of your Nature spells by 0.25 sec.

Focused Insight: Casting Flame Shock reduces the mana cost of your next heal by 30%, and increases its healing effectiveness by 25%.

Go with the Flow: Reduces the cooldown of Spirit Walk by 15 sec. Reduces the cooldown of Gust of Wind by 5 sec.

Greater Purge: Purges the enemy target, removing 2 beneficial Magic effects.

Guardian's Cudgel: When Capacitor Totem fades or is destroyed, another Capacitor Totem is automatically dropped in the same place.

Call of the Elements: Reduces the cooldown of Call of the Elements by 60 sec.

Inundate: Your successful Purge, Cleanse Spirit, Healing Stream Totem, Hex, and Wind Shear casts generate 8 Maelstrom during combat.

Mana Spring: Summons a totem at your feet for 15 sec that restores 0 mana every 3 sec to party members within 30 yards.

Nature's Fury: Increases the critical strike chance of your Nature spells by 4%.

Nature's Swiftness: Your next healing or damaging Nature spell is instant cast and costs no mana.

Planes Traveler: Reduces the cooldown of Astral Shift by 30 sec.

Poison Cleansing Totem: Summons a totem at the target location that removes 1 poison effect from a nearby party or raid member within 12 yards every 1.5 sec for 6 sec.

Refreshing Waters: Your Healing Surge is 25% more effective on yourself.

Spiritual Journey: While Ghost Wolf is active, the remaining cooldown on Feral Spirits recovers 200% faster.

Stoneskin Totem: Summons a totem at your feet for 15 sec that reducing physical damage taken party members within 30 yards by 10%.

Spiritwalker's Aegis: When you cast Spiritwalker's Grace, you become immune to Silence and Interrupt effects for 5 sec.

Thunderous Paws: Ghost Wolf removes snares and increases your movement speed by an additional 25% for the first 3 sec. May only occur once every 60 sec. (1m cooldown)

Totemic Focus: Increases the radius of all of your totems' effects by 15%. Increases the duration of your Earthbind and Earthgrab Totem by 10 sec. Increases the duration of your Healing Stream, Mana Spring, Tremor, Poison Cleansing, and Wind Rush Totem by 3 sec.

Totemic Surge: Reduces the cooldown of your totems by 4 sec.

Tranquil Air Totem: Summons a totem at your feet for 20 sec that prevents cast pushback and reduces the duration of all incoming interrupt effects by 50% for party members within 30 yards.

Winds of Al'Akir: Increases the movement speed bonus of Ghost Wolf by 10%. When you have 3 or more totems active, your movement speed is increased by 15%.

Speculated Elemental Shaman Talents

Echo Chamber: Increases the damage dealt by your Elemental Overloads by 15%.

Echoes of Great Sundering: After casting Elemental Blast or Earth Shock, your next Earthquake deals 50% additional damage.

Electrified Shocks: Icefury causes your Frost Shocks to damage up to 4 additional enemies and targets hit take 15% increased damage from your Nature spells for 4 sec. Chain Lightning prefers targets with this effect.

Elemental Blast: Replaces Earth Shock with Elemental Blast. Harnesses the raw power of the elements, dealing (175% of Spell power) Elemental damage and increasing your Critical Strike or Haste by 3% or Mastery by 5.625% for 10 sec. Consumes 90 Maelstrom.

Elemental Equilibrium: Dealing direct Fire, Frost, and Nature damage within 10 sec will increase all damage dealt by 15% for 10 sec. This can only occur once every 30 sec.

Eye of the Storm: Reduces the Maelstrom cost of Earth Shock and Earthquake by 10. Reduces the Maelstrom cost of Elemental Blast by 15.

Flames of the Cauldron: Flame Shock's damage over time effect now occurs 15% more quickly.

Flames of the Firelord: Reduces the cooldown of Flame Shock by 3 sec.

Flux Melting: Casting Frost Shock increases the damage of your next Lava Burst by 20%.

Improved Flametongue Weapon: Imbueing your weapon with Flametongue increases your Fire spell damage by 5% for 1 hour.

Further Beyond: Casting Earth Shock / Earthquake while Ascendance is active extends the duration of Ascendance by 2.0 sec. Casting Elemental Blast while Ascendance is active extends the duration of Ascendance by 3.0 sec.

High Voltage: Lightning Bolt generates 2 additional Maelstrom.

Improved Lightning Bolt: Increases the damage dealt by Lightning Bolt by 20%.

Magma Chamber: Flame Shock damage increases the damage of your next Earth Shock, Elemental Blast, or Earthquake by 1%, stacking up to 20 times.

Magma Eruption: Summons a totem at the target location that hurls liquid magma at a random nearby target every 1 sec, dealing Fire damage to all enemies within 8 yards. After 6 sec sec or if the totem is destroyed, it erupts dealing (40% of Spell power) Fire damage and applying Flame Shock to 3 nearby enemies.

Mountains Will Fall: Earth Shock and Earthquake can trigger your Mastery: Elemental Overload at 50% effectiveness. Overloaded Earthquakes do not knock enemies down.

Searing Flames: Flame Shock damage has a 100% chance to generate 2 Maelstrom.

Skybreaker's Fiery Demise: Flame Shock damage over time critical strikes reduce the cooldown of Fire Elemental by 1.0 sec, and Flame Shock has a 50% increased critical strike chance.

Stormkeeper: Charge yourself with lightning, causing your next 2 Lightning Bolts or Chain Lightnings to deal 150% more damage and be instant cast.

Surging Shields: Elemental: Increases the damage dealt by Lightning Shield by 100% and causes it to generate an additional 5 Maelstrom when triggered. Increases the healing done by Earth Shield by 50%.
Enhancement: Increases the damage dealt by Lightning Shield by 100% and it has an additional 50% chance to trigger Maelstrom Weapon when triggered. Increases the healing done by Earth Shield by 50%.
Restoration: Increases the damage dealt by Lightning Shield by 100%. Increases the healing done by Earth Shield by 50%. Increases the amount of mana recovered when Water Shield is triggered by 50%.

Swelling Maelstrom: Increases your maximum Maelstrom by 50.

Swirling Currents: Restoration: Using Healing Stream Totem increases the healing of your next 3 Healing Surge, Healing Wave, or Riptide spells by 25%.
Elemental, Enhancement: Using Healing Stream Totem increases the healing of your next 3 Healing Surges by 25%.

Thundershock: Thunderstorm knocks enemies up instead of away and its cooldown is reduced by 5 sec.

: Increases the chance for Earthquake to knock enemies down by 50%.

Speculated Enhancement Shaman Talents

Flurry: Increases your attack speed by 15% for your next 3 melee swings after dealing a critical strike with a spell or ability.

Focused Maelstrom: Maelstrom Weapon now increases the damage or healing of spells it affects by 5%.

Improved Maelstrom Weapon: Maelstrom Weapon now increases the damage or healing of spells it affects by 20%.

Overflowing Maelstrom: Your damage or healing spells will now consume up to 10 Maelstrom Weapon stacks.

Raging Maelstrom: Maelstrom Weapon can now stack up to a maximum of 10.

Speculated Restoration Shaman Talents

Acid Rain: Deal Nature damage every 1 sec to all enemies inside of your Healing Rain.

Ancestral Awakening: When you critically heal with your Healing Wave, Healing Surge, or Riptide you summon an Ancestral spirit to aid you, instantly healing the lowest percentage health friendly party or raid target within 40 yards for 10%/20% of the amount of healed.

Ancestral Reach: Increases the healing of Chain Heal by 8% and causes it to bounce an additional time.

Earthen Harmony: Earth Shield healing is increased by 100% if your Earth Shield target is below 75% health. Healing Wave and Healing Surge add a stack of Earth Shield to your target, up to 9 maximum stacks.

Earthliving Weapon: Imbue the Shaman's weapon with earthen life which gives your Riptide, Healing Wave, Healing Surge, and Chain Heal healing a 20% chance to trigger Earthliving on the target, healing an additional (4% of Spell power) over 12 sec. Lasts 60 minutes.

Improved Earthliving Weapon: Increases the healing of Earthliving by 30%. Earthliving always triggers on targets below 25% of their maximum health.

Flow of the Tides: Casting Chain Heal on a target affected by Riptide consumes Riptide, increasing the healing of your Chain Heal by 30%.

Healing Rain Visual: Calls forth healing rains to blanket the area targeted by the Shaman, restoring (26.5% of Spell power) health to allies in the area every 5.2 sec for until canceled. Healing effectiveness diminishes for each player beyond 0 (14 in 25 player instances) within the area.

Living Stream: Healing Stream Totem heals for 10% more each time it ticks.

Mana Tide Totem: Summons a totem at your feet for 8 sec, granting 100% increased mana regeneration to allies within 20 yards.

Nature's Focus: The primary target of your Chain Heal is healed for an additional 20%.

Overflowing Shores: Healing Rain instantly restores (26.5% of Spell power) health to 6 allies within its area, and its radius is increased by 1 yard.

Primal Tide Core: Every 4 casts of Riptide also applies Riptide to another friendly target near your Riptide target.

Primordial Fury: Your healing critical strikes heal for 250% healing instead of the usual 200%.

: Overcharge your mana for 8 sec, increasing your haste by 10% and healing done by 10%. While overcharged, your mana regeneration is halted.

Undercurrent: For each Riptide active on an ally, your heals are 1% more effective.

Unleash Life: Creates a surge of water that flows forward, healing friendly targets in a wide arc in front of you for (190% of Spell power).

Water Totem Mastery: Consuming Tidal Waves reduces the cooldown of Healing Stream, Healing Tide, Mana Spring, Mana Tide, and Poison Cleansing Totem by 0.25 sec.

Then my hope died when I saw the description of Flametongue Weapon specifying "off-hand," though specifically for Enhancement.

First because ELE Can't (currently) cast riptide or mana shield so it doesn't make sense for them to be ELE Only. And second because they have other spec tooltips (Why would an ELE talent affect an ENH spec?)
