Blizzard has post Patch 11.0.7 PTR development notes for today which includes a reduction to the cooldown of Darkflight for Worgen.
This week’s 11.0.7 PTR update is now live.

why, leave us alone
Because night elves smell like cabbage. Any way. Arcane torrent used to be an interupt but people whined that it was too op (cause other racials arent) now it's a junk button most people don't even know exists. (It's a dispell now by the way). But let's not leave the op night elf racial alone let's get rid of all non passive racials for all races entirely.
