I have been killing the Rares on rotation for days now, and they only dropped loot the very first kill each. They still drop Scourgestones and the occasional shared-loot-table drop, but no matter which character, which server, which faction... they never drop another piece from their individual loot tables.
That sounds like the worst idea ever.
They spawn every 10 min now. Rare schedule is on the front page under "Today in WoW" at https://www.wowhead.com/.
