Where exactly (or who exactly) are these quartermasters that sell them? You guys just say "the quartermasters" but don't name any NPCs so I have no idea where to actually buy them.

Even weirder when you consider you're pretty much one quest away from level 10 if you do all the quests in the place.
Awww some of those are really great looking. Especially the bamboo bo. I do hope they reconsider on the shields. They look awesome.
I don't think these being left out is necessarily intentional, just yet to be implemented. The Expedition vendors are all SORTS of messed up, with wrong, unusable items showing listed for some classes, wrong skins for the faction on others, marked as the wrong item type on one faction and the right one for another... Much like the PvP vendor, it's just likely going to take a bit more before it gets all sorted.
Calling it now, those shields are a hint for the next expansion.

Ugh, I did the starter experience today, and it was so disappointing that we can gather a full armor set transmog, but that the boots are missing.Just add those boots and the missing gear to that vendor, Blizzard. Hell, make them cost a lot, if you want a nice goldsink.

I really want that 10 year blizzard employee anniversary sheild since I can't in RL
different character poses and different ways how we hold our weapons could be options. I would love to hold my staff like some of my favorite fantasy characters, where the bottom tip of the staff is touching the ground.
This is one of my biggest ongoing gripes with WoW, namely how Blizzard either forgets or decides not to implement certain item appearances into the game. There is a lot of cut content from Wrath in that way.
As usual, blizzard creates a lot of cool stuff, but cuts 2/3 of them. I wanted those nice round simple shields so much :~
