I doubt it's true, but I don't consider myself the timid type.
The Sha of Doubt has fled into the Temple of the Jade Serpent. Pursue it there, defeat it, and rip out its spirit - you'll need some Celestial assistance there.
Some put their faith in magic or steel. But in my experience, doubt is the most powerful affliction one can sow in their enemies. Use it properly, and your enemies cannot bring themselves to fight you.
