You can pick between Oracle and Wolvar at the start of the chain, your reputation with the Sholazar factions doesn't matter.

First three quests, given together:

Playmates! - Take Roo to Winterfin Retreat in the Borean Tundra:

Oracle Orphan says: Look!
Winterfin Playmate says: Wanna see what I can do?
Oracle Orphan says: We can dance too!
Winterfin Playmate says: Now dance together!
Oracle Orphan says: We made a new friend!

The Biggest Tree Ever! - Take Roo to Grizzlemaw in Grizzly Hills:

Oracle Orphan says: We here! Only, if this is world tree, how come it broke when they tried to put whole world in?

The Bronze Dragonshrine - Take Roo to, well, the Bronze Dragonshrine in Dragonblight:

Oracle Orphan says: Look! Is that us? We think it's us. A bit older, maybe?
High-Oracle Soo-roo says: We remember this visit, yes we do. Never forget what you learn from your new friend, little Roo. You got great future ahead.
Oracle Orphan says: Looks like we blessed by Great Ones! Shrines give magic, make us high-oracle someday? Maybe?

After those, two new quests are available:

Meeting a Great One - Travel through the Waygate in southern Sholazar Basin to the Shaper's Terrace in Un'goro (don't know if you need the Freya questline to have access to the Waygate) and let Roo have a look at the Etymidian:

Oracle Orphan says: Wow! A real Great One? We don't even think Soo-say has met a real Great One!
Oracle Orphan says: Um, hello, Mr. Great One. We are honored to meet you.
Oracle Orphan says: Maybe you're asleep, Mr. Great One? We understand. Must be hard working being Great One, collecting all the shinies we leave for you.
Oracle Orphan says: We brought you a gift, Great One. Maybe you see it when you wake up. Maybe you remember we came to see you, oki?

Note that you can return through the Waygate to Northrend.

The Dragon Queen - Take Roo to Alexstrasza at the Wyrmrest Temple:

Oracle Orphan says: So that's the queen of the dragons? Hmm... we thought she'd be bigger. Yes, we did.
Oracle Orphan says: How come she doesn't look like the other dragons? could she turn into a big ol' dragon if she wanted to?
Oracle Orphan says: Um... Your Majesty, would you turn into a dragon for us?

Alexstrasza the Life-Binder says: If I was in my dragon form, there wouldn't be any room for anyone else, little one.
Oracle Orphan says: Oki... How about now?

Next up: Play with your Orphan!

A Trip To The Wonderworks - Purchase a Small Paper Zeppelin from Jepetto Joybuzz in Dalaran (Note: this is a quest item, not the normal Zeppelin item you can also buy from him) and throw it to your Orphan. He will catch it and throw it back. A really cute and adorable scene :)
The chain ends with Back To The Orphanage, seemingly without reward, but wait for a while, then you get a letter from Roo:

Dear <Name>,
We miss you a lot. Everybody likes our story about meeting the Great One and now they all want to meet a Great One too. They don't believe some of our stories. They think we made up dragon queen and dragonshrine stories. They just jealous.
Life at orphanage is better these days. Matron takes us out to play in the park, and sometimes we even get new toys, but we still lonely. We want to come visit with you. Maybe you take us some more places? You like that?

Currently not BoP. Since this differs from all of the other Children's Week pets, one can expect that it won't be this way on live.

If it does get put through on live, be weary that it might get changed pretty quickly - get the stuff while you can.

EDIT: Why the downrates for correct info?
This was changed to BoP on live, as was expected. Sorry to all those pet collectors... ya got to wait another year to get both.

You do need to have Freya questline completed (at least to the point of going to Etymidian). After that, the waygate stay open for you and you can have a trip to Un'Goro at any time. Slightly pointless, as it is one-way trip if you don't come back throught portal immediately (i.e. you do not need to visit any places beyond terrace). Portal in Violet Citadel a bit more useful as it is easier to reach, even if it ofte throw you in trouble and not that close to flightpoint as waygate is.

To sum this pet up in a couple of quick sentences.

- You should be level 74 before attempting to start this. It is possible at the lower 70's but you do have to go into Sholzar Basin to finish the quest line.

- The Pet is BoP
- You receive only XP if you are under level 80. Obviously you will get the gold compensation bonus if you are 80.
- You do not receive any achievements for completing the quest line. (Maybe there will be some next year?)
- You will receive the pet almost immediately after completing the quest line via in game mail.
- All the quests together are worth about 120,000 Experience.

When u do the Children's week achievements, can u complete the questline to get the pet and still get all the others? Or do you have to wait and get the "Aw, Isn't It Cute?" last so that the orphan still counts.

On a side note, do the orphans in Dal (Oracle and Wolvar) count towards the achievements at all like the others or does it have to be one of the other orphans from say, Orgrimmar?

Think long and hard before you choose this pet, as currently it looks like you won't be able to get the Wolvar one the following year.

I adopted the Oracle last year and there's no quest available this time round to get the other pet.

Really wish I'd chosen the wolvar first time around now! :(

As I write this Blizzard have admitted it's bugged and that they're working on getting it working as intended (which means BOTH pets should be available).

You can only get one or the other. There is no picking up the second next year... because I just visited the Matron in Dalaran and she is not offering the Oracle pet (I got the Wolvar last year).
Sorry to all my fellow pet collectors / achievement hogs! 8(

Don't assume you can't get your second pet until Blizzard confirms it. I currently haven't found anywhere with a blue saying you can only have the one, however I saw on forums someone said they talked to a GM, who informed them that the problem would be sorted in a maintenance patch soon.
I'm not using this as proof which is why I'm not linking some random persons comment, I'm just saying you should probably wait until Blizzard has officially confirmed or dismissed the matter.

Here's hoping it's all just a mishap.

Then the 14th post is Bashiok saying
'To clarify, this issue won't be able to be resolved for Children's Week this year. If you completed the quest previously you won't be able to complete it again for the other pet this year.'

You can't get both.

I did this on my main last year and got the oracles pet but I can't get anything this year. So, on my alt, I decided to go for the wolvar. The message I get before I start the quest is "You may choose to care for an Oracle orphan or a Wolvar orphan, but you will not be able to help both" (I'm toggling in game to make sure I get that word for word). And you either accept or decline. Today is Wednesday so patch day is over. So, looks like you only get one or the other and that's it

You can still get him. After you complete the final quest for either the Oracle of Wolvar, you will recieve the pet in your mailbox. :)

Until 4.1 (which was the time of the third Northrend Children's Week), you could only get one of the two pets if you played World of Warcraft during the last two Children's Weeks. This was due to an error in which the quest didn't appear in Year 2 and Blizzard couldn't fix it, so if you had obtained the Wolvar pet in Year 1, you'd be unable to obtain the Oracle pet in Year 2. This was not a problem if you had just played during one of the two Children's Weeks, however, since you'd only get one pet and never had the chance the second year.

However, today I managed to get my Curious Wolvar Pup after having obtained the Curious Oracle Hatchling in Year 1 and being unable to get it in Year 2, so you should be able to get both pets from now on.

That means it seems like they finally managed to fix the problem that made it unable last year, because I was able to choose between not only the Wolvar questline but also the Oracle questline despite having done the Oracle questline in the past. The Curious Oracle Hatchling was still a learned companion though so they hadn't reset anything, if you were feeling paranoid about that.
People who wants their Curious Oracle Hatchling should take a trip to Northrend as soon as possible to get their little Oracle companion.

As usual, the questline starts in Dalaran from Orphan Mother Aria which starts either Little Orphan Kekek Of The Wolvar or Little Orphan Roo Of The Oracles.

When I saw it with Orphan Matron I found it kinda scary, but since he said that anything was better than being with the "mean Wolvar", that keeps getting his toys, now I love it and am choosing it as my pet =) <3

In Dalaran, once you've done Back To The Orphanage for this large mouthed pet, subsequent years you get Back To The Orphanage for Magical Pet Biscuit (or Curmudgeon's Payoff).

To START the quest chain, speak to Orphan Matron Aria at 49, 63 (the Eventide region, in front of the fountain) in Northrend (Old) Dalaran. You'll choose either Orcacles or Wolvar there.

The Curious Oracle Hatchling can now be purchased for 50 silver from Beastmaster Tirren in Maruukai on Ohn'ahran Plains. Only one can be purchased at a time. For those who collect 3 of each pet, keep checking for when the vendor has it up for saie again. I have not seen the Curious Wolvar Pup there yet.
