These are used for Aquadynamic Fish Attractors and are needed in bulk if you want a guaranteed catch for Spicy Crawdads.

They are not available from any vendor more than 4 at a time, which is frustrating if you have to fly all over the place to get these to make them.

Though these are only available from vendors in lots of 3 or 4, you can sometimes get more than that by clicking furiously on the icon.

You will purchase the first few that are in inventory, and then a few more before the server catches it and removes the item from the vendor inventory.

I regularly get betwen 5 and 8, even when the vendor only has 2 or 3. The faster you click your button, the more you get. And this same phenomenon is the same at all vendors. (Note: you still have to pay for all of them, you just get to 'bypass' the purchase limit temporarily)
