This seems to be the universal Inscription vendor material in MoP, according to this, replacing Common Parchment, Heavy Parchment and Resilient Parchment.

As far as I can tell you cannot buy this anywhere in Draenor at this time. So stock up in Org or better yet buy that Reins of the Grand Expedition Yak the vendor on mount sells them.

Edit: In your level 2 garrison they are sold by Supplymaster Eri

People here are saying your garrison needs to be level 2 but I bought them in my level 1 garrison.

Ok to clear this up you can buy light parchment from any inscription vendor or trade item vendor, you can Also buy this item if in draenor at a LEVEL 1 Garrison you dont need the scribe quarters well you will need it eventually but to buy it you just need to find on horde in your garrison Supplymaster Eri or for Alliance Provsioner Hanfa. Now depending on your garrison's level they do move around quite a bit not actual movement like most residents of your Fortress but i mean place ment (this is mostly knowlege on Supplymaster Eri so Horde players sorry ally players but i dont know much about lunarfall cept the name) id do believe for level 1 its right near the bonfire where you can place 2 small buildings adjacent from one another and lv 2 and 3 its near the town hall to the right from the steps into the actual hall where you should see that far seer guy sitting. so like the path that leads to the exit to where the ship yard or the crashed blackrock orc ship is if you are still only lv 1 or 2 garrison.
