These can be fished in open water.

Throw 10 Bloody Perch to stack the buff and you should get the fish in a few casts.

Caught the dog fish in open waters with the bloody perch buff.

Got 300 fishing, raised to 338 using a R5 Bismuth Fisherfriend and Ghoulfish delight (2 of these gives 388 perception).

Caught on second cast at 34, 61 in Isle of Dorn. No pool. Fishing skill 119. 10 stacks of bloody perch buff.

For anyone who is unsure, you can buy the bloody perch from the AH and throw 10 into open water and do a few casts, then you should get the fish. I was panicking because I didn't get many bloody perch's from fishing and time was running out for the quest.

Went to the closest body of water outside of Dornogal, threw out 10 bloody perch, got it within 15 casts at 50 fishing. perch trick does work.

So I was excited to catch five of these to see what the yield would be in my cooking. My fishing journal says, "Salvaging this fish with the Cooking Skill can produce a large amount of Fresh Fillet."

Since I usually get between 3-8 fillets from most fish that don't say this, I was expecting to get at least 8, maybe more. Who knows? 10? 12? It took some effort to get these so I anticipated something really good.

not sure if this is a bug of some kind, but I just spent 10 bloody perch 4 times and I didn't get this fish for the derby, or my luck is just abysmal (which I highly doubt considering the fish is supposed to be 100% with the 10 bloody perch)

When salvaged with 129 cooking skill (100 from profession, +29 from gear), one salvage of Sanguine Dogfish yields 3-10 Fresh Fillet. (~6.5 Fresh Fillet per 5 Sanguine Dogfish)

It can be hard to figure out which fish to filet for the Fresh Fillet, but for the love of all that is holy, do NOT filet this one. Either sell it on the Auction House to use it to make this delicacy Feast of the Divine Day, which is in high demand for high-end content.

Can be fished in open water, if you use Bloody Perch to get the buff Bloody Chum.
The buff lasts 5 min and can stack up to 10 times.
Everytime you use a Bloody Perch to stack up the buff, all stacks reset to 5 min.
So I suggest to not using all of them at once. Keep some to be able to reset the buff.
Bloody Perch can be fished in open water too (at least with my skill of 200).
