So the only things these are used in is Draconic Vials, which require 5 of these stoppers, yet they only sell them 1 at a time... ?

Check AH for these. I don't know why but there are tens of thousands of them listed for somewhat under 5g , the vendor price

You can purchase these for a discount from Vadrya Valte for 4g 50s in the Obsidian Throne if you have rep with Wrathion and have opened up that phase in the zone.
