For some reason, I was taking upwards to 30k fall damage from very small falls.

The on use implies you can teleport a very long way using these boots, but in reality, it's more like a few feet. It might, however, be useful for obtaining treasures in Zerith Mortis.

This is the Venthyr Teleport for poor guys.
These boots enable you to teleport anywhere in a radius of roughly 8m around your character and you can teleport up on platforms, enabling you to get to those tricky Zereth Mortis treasures a little bit easier.
The sentence about the reduced falling damage is a lie though!

Seems that the 'on equip' of these may have been fixed - was taking very little fall damage today - like rogue-level of fall damage.

Compared to my tests yesterday where I took twice as much fall damage with them on as without, 31% (equipped) vs 17% (unequipped) of maximum health for the same height..

These boots are an on use item like a trinket.

One thing you can do to 'use' the teleport ability is to drag the boots to your action bar. Then click on that icon on your action bar and small targeting reticle will appear. The target can be moved about 10 yards around your character in any direction, most importantly upwards. Clicking the while the reticle is green will teleport your character to the location chosen.

90 second cool down.

Seems like it might be helpful for the vertically challenged chasing caches, boxes and rare mobs in Zereth Mortis before flying.

It works in the Maw and Korthia too.

Hoping the the distance of travel is increased as the items is upgraded, we will see.

Unlike Door of Shadows teleportation, it can also be activated while you are jumping or falling.
Although it has the ability to reduce fall damage passively, it can completely eliminate fall damage by teleporting to the ground during the fall.

The reduction in fall damage with this piece of "Dimensional" Cypher Equipment is great for facing off against Tahkwitz, who brings you up in the air and drops you while you are fully stunned and unable to use slow falling abilities. The Dimensional Translators seems to potentially stack with the Kyrian Mikanikos Soulbind's Resilient Plumage for a total of 40% fall damage reduction in Shadowlands zones.

The teleport part (Dimensional Translators) is amazing for getting to "Elusive" ores and herbs and treasures that are otherwise unreachable if you do not have class/spec abilities such as Heroic Leap, Grappling Hook, Demonic Gateway, etc; or the Venthyr covenant ability, Door of Shadows. It is most similar to Door of Shadows, but has a much shorter range of 10 yds at Cypher Equipment level 1, ilvl 233. As your Cypher Equipment level increases, the distance of this teleport increases, without needing to obtain a new Dimensional item of a higher ilvl. At maximum Cypher Equipment level, it has a range like or almost like Door of Shadows.

However, as an advantage from the Venthyr's Door of Shadows, this ability has no cast time, meaning it can be cast while jumping, falling, using a Goblin Glider Kit, etc. Thus, for platforms that are further away than what the Dimensional Translators can reach, you can chain multiple movement abilities together with the Dimensional Translators.

This ability is present on the following four pieces of Cypher Equipment, one for each armor class:

A valuable piece of equipment to keep regardless of the ilvl.

Often when I activate them it doesn't give me the target, it just activates the CD timer while doing nothing.

Sold them, because I had better ilvl boots. Then I had to use Item Restoration Service, because this little teleport is needed for some Zereth Mortis treasures / chests if you don't have other jumping abilities.
