To craft Goldplate Bufonid you need to find Schematic: Goldplate Bufonid

In order to obtain any schematics for the Protoform Synthesis Forge you have to unlock it first
How to Unlock the protoform synthesis forge:
Complete first 3 chapters of the Campaign Secrets of the First Ones
Research Sopranian Understanding at the cypher console in Exile's Hollow
Complete the questline starting at Finding Tahli. Once completed, the next day you can start The Lost Component which leads to unlocking Protoform Synthesis (Mount)

Schematic: Goldplate Bufonid is a protoform synthesis mount.

To collect this schematic you need to kill Accelerated Bufonid mobs until it drops. Chance seems to be low (Killed 11 to get the schematic).
There are two spots you can find those bufonids within - Dimensional Falls and Sepulcher of The First Ones isle.
After bringing the schematic to Protoform Repository you will learn how to create Goldplate Bufonid mount.

To get Goldplate Bufonid you need to find Schematic: Goldplate Bufonid in Zereth Mortis and bring it to the Synthesis Forge*, then collect reagents for the craft

Bauble of Pure Innovation - /way 34.49 49.70 Inside Exile's Hollow
Bufonid Lattice - Can buy on AH or farm from specific mobs (check dropped by section)

Complete 3 parts of the main campaign in the Secrets of the First Ones Forming an Understanding
Complete Cypher Console upgrade Aealic Understanding => Dealic Understanding (to craft pets) & Sopranian Understanding (to craft mounts)

Schematic: Goldplate Bufonid drop from the mob Accelerated Bufonid. Low drop rate. I got after around 20 trys.
Accelerated Bufonid spawn in multiples locations. Around Hirukon rare and around the Raid Entrance Sepulcher of the First Ones.
After get Schematic: Goldplate Bufonid you'll receive the quest Schematic Reassimilation: Goldplate Bufonid.
Return the quest to allows craft Goldplate Bufonid.

I got the schematic after 14 kills. Either the drop chance is higher than what Wowhead suggests or I was lucky for once.
I farmed Accelerated Bufonid at the ponds on the island where Sepulcher of the First Ones is located.

I just passed 100 kills and still have yet to receive it.

I've notice these respawn timers on the ones near the raid are 5-10 minutes.

EDIT: 181 kills and it dropped.

Farming Guide:

There are two main spawn areas for this mob:

/way 80 47 Sepulcher of the First ones
/way 51 74 Lexical Glade

There are 9 that spawn at the Sepulcher throughout the island and 4 that spawn by the Lexical Glade.

I ping-ponged back and forth between the two areas and that was enough time for the frogs to respawn in the opposite area.

It took me 32 kills exactly since farming to get this - took about 20mins total (due to flying back and forth). If your DPS isn't as fast or you dont want the effort of flying constantly, I recommend sitting at /way 80 47 Sepulcher of the First ones and waiting for respawns. This is about 5-10 minutes. Please note that the large elite frog does NOT drop the item, only the Accelerated Bufonids.

If you want to try speed up the respawn time, these mobs can be mined after death. The faster their corpse despawns, the faster the respawn timer will start and resummon the mob and as such, mining the corpse immediately starts the respawn time sooner.

To get the Goldplate bufonid you need to have unlocked the Sopranian Understanding node in the Daelic column of the cypher. After you unlock this a quest appears on the map you will need to complete to unlock the Protoform synthesis (mount maker). Once you've done this, the schematics for all of the mounts will now be obtainable.

You get the schematic by killing bufonid (frogs) in Zereth Mortis. Near the raid entrance is the best place. The drop rate seems really high, it took me 3 kills and 2 kills on my two characters.

Once you've obtained this you will also need to get:

1x Bufonid Lattice (kill frogs in Zereth Mortis or buy on the auction house).
1x Bauble of Pure Innovation (Go into Exile Hollow and to the left of Firim is a dogs bed with it on).
400x Genesis Motes (Killing most creatures in Zereth Mortis will often drop these)

Once you're done, go back to where you craft the mounts and you will have a frogger mount

Took me 13 kills. Did 3 rounds with the 4 by Hirukon as I quested and unlocked chests, got it first frog on 4th set.
