Wowhead currently lists several vendors selling Immortal Shard at discount prices as low as 4g but I found this to be inaccurate. The price at every vendor I checked was the regular 9g, minus my expected reputation discount depending on the faction of the vendor.

First I checked some of the vendors which Wowhead lists as selling the item for 4g.

Provisioner Rashma in my Horde garrison: 8g 10s (10% discount because I am Honored with Darkspear Trolls)

Supplymaster Eri in my Horde garrison: 7g 65s (15% discount, Revered with Frostwolf Orcs)

Leo Sarn in Silverpine Forest: 8g 10s (10% discount, I am Honored with Undercity) (what are these random profession vendors doing out in the middle of nowhere, anyway?)

Then, because I am Exalted with Orgrimmar, I went to Kithas in Org and she offered me the Immortal Shard for the expected 7g 20s (20% discount because I am Exalted with Orgrimmar).

So, if you want to make a lot of Crafter's Marks on an ongoing basis for some reason (and I can't think of a reason you would), then it might be worth finding a vendor who belongs to the faction with which you have the best rep.

If you just want to make a few for enchanting skillups, it's probably not worth saving a few gold to travel.

Edit: Clarifying my comment "I can't think of a reason you would" want to make a lot of Crafter's Marks on an ongoing basis. Currently, the Crafter's Marks are useless for enchanting, except for skillups. There is no enchanting-crafted item to which a Crafter's Mark may be applied.

However, if you have another crafting profession that DOES use the marks, you may craft the marks with enchanting, and then apply those marks while crafting an item with your other profession.

For instance, you may use enchanting to create Novice Crafter's Mark, and then apply the Novice Crafter's Mark when using tailoring to create Shrouded Cloth Cape, which will result in a cape which requires level 50 to equip. If you make the cape without using a crafter's mark, it requires level 54 to equip. Shadowlands gear that requires level 50 to equip may sell very well on the AH to new level 50 characters, so this would be a good reason to craft a lot of marks on an ongoing basis.

Of course you could just use tailoring to create Novice Crafter's Mark, which requires Penumbra Thread which costs the same as Immortal Shard. But if you have a lot more Soul Dust than Shrouded Cloth on hand, or the dust is a lot cheaper than the cloth on the AH (seems unlikely now, but it could happen eventually), then you can craft marks with enchanting and apply them to items when you craft them with your other profession, if you choose.

The Traveler's Tundra Mammoth mount now also sells most 9g Crafting Reagents for Shadowlands.

No Penumbra Thread though, for some reason.

Despite being listed as cheap as 4 gold from Supply Officer Thalmers, that price is wrong . His reagents are as expensive as from every other vendor with the usual reputation standing price reduction.

As of 9.2 this is used in two new Enchanting Reagents: Cosmic Protoweave and Magically Regulated Automa Core

The only vendor for these in Shadowlands is Distributor Au'resh in Oribos, with no faction discount (9g), or your Traveler's Tundra Mammoth mount.

Use your Dalaran hearthstone to visit the Enchanting shop there (if exalted with the Kirin Tor) or your Cloak of Coordination/Cloak of Coordination to pick up from the Enchanting shop in Stormwind/Ogrimmar if exalted with them, or to get to somewhere you are, for the discounted price (7g 20s).
