Can catch them easy enough just in The Silver where the Fishing Trainer is in Zundalar for the Horde. That and Redtail Loach.

For the Alliance side, I was able to fish these up in the pond where the Alan Goyle, the fishing trainer is located.

On Zandalar, these can fished up in any freshwater areas. Schools of these will also appear in fresh water.

Great Sea Catfish and Redtail Loach seem to share pool spawn areas. When fishing in open water, these two tend to be caught in equal amounts.

Note about Nazmir: The marshes seem to be a mix of fresh and ocean water. Fresh water fish pools appear, but when fishing in open water, ocean fish are found. This applies to the areas from the Primal Wetlands, looping south of Zul'jan Ruins, the Shattered River, the Razorjaw River, and the Frogmarsh. It turns to pure ocean water/ocean pools where the two rivers meet.

The only open fresh water I've found in Nazmir was on Antul'Mita Plateau, the area west of the Primal Wetlands where the stream crosses a path to Vol'dun (22.0, 73.9 in Nazmir). Most of the other seemingly fresh water areas (Necropolis and blood troll villages) are too shallow to be fished from.

Easily found schools in the river inside Dazar'alor (horde Zandalar city). Looks to be a generic freshwater fish.

Found a lot of competition trying to farm these schools in Nazmir.. Enough to give up wasting time running around looking for them.

Happened across several schools in Tiragarde Sound (Kul Tiras).. specifically in the little rivers between Hatherford and Waning Glacier where the Billy Goat Barber World Quest is.

Some of the school spawns have troll-y placement where there's like 1 spot where your hook can land that isn't in water that's too shallow.. but most of them are fine and i didn't run into anyone else fishing here.

There is only one saltwater catfish in the real world. The only "sea catfish" in wow isn't fished out of saltwater.

Tiragarde Sound, Winterdeep Mining Camp (/way 77.6 59.1), safe for both Alliance and Horde (on a Horde char).
100 casts, about 20 min, max fishing, nothing extra (had a fishing pole equipped - bought from fishing vendor - to enable use of Fishing Buddy addon)

This is for the Supplies Needed: Great Sea Catfish quest in Boralus.

Great spot at 77.65, 58.92 Tiragarde Sound. Small island at the base of a waterfall facing to the North East. There was a pool of Great Sea Catfish when I got there so I fished it and continued to fish the same spot after the pool disappeared. I caught 5 Great Sea Catfish in the pool. All together I fished for 74 casts and yielded:

Great Sea Catfish = 40
Tiragarde Perch = 26
Grey Items = 8 that sold for 30+ Gold

Almost a 2 to 1 ratio for the Great Sea Catfish over the Tiragarde Perch.

As an added bonus my fishing skill for Kul Tiras fishing increased from 76 to 97, for those that may still be leveling their fishing.

For the horde, this can be farmed from the Kingsmouth river very easily, just off the Crafting area in Zuldazar at 54.72 / 39.04. 2/3th of your fish will be Great Sea Catfish.

The pools at Shrine of the Storm has a 40-50% drop rate for Great Sea Catfish.

My drop rate (after 106 casts) in Tiragarde Sound - Winterchill Mine (50.32, 51.81) is:

Great Sea Catfish 54.27%
Tiragarde Perch 39.62%
Misc Grey Items: 5.66%

Stand on the back side of the Crystal Formation inside the mine, on the first level. Fish without interruption.

If you are looking to farm this fish for contributions or whatever a good spot is near Silent Tali, the ratio there is in favor of the catfish. In the other areas you will catch more Redtail Loach than catfish.

It appears that the ratios depend on your effective fishing skill. I started out at the bottom of the upper waterfall in Winterdeep Mining at skill 45, and got a lot of junk and perch. I put on a fishing hat, equipped a fishing pole for a net +18 gain and started getting lots of Catfish.

If yer skill is low, put on yer Fishing Hat and equip a good pole (and use bait if you have any).

For Alliance: Confirmed that the small pond at the backside of Boralus, Tradewinds Market (74.80, 5.20), where the fishing trainer Alan Goyle is located, is a great spot to fish for these catfish. I started with 125 Kul Tiran fishing, using a jeweled fishing pole (+13 fishing): timed my fishing for 5 mins; caught 19 Great Sea Catfish, 11 Tiragarde Perch, and two junk items worth a couple gold apiece.

Also, Roko, the Wandering Merchant, walks around the area and he sells a basic fishing pole and nightcrawlers (+5 fishing for 10 mins). Also, in the front, lower area of Tradewinds Market, next to the ornate water fountain, is Ninett Shoames and she sells a basic fishing rod as well.

u can come to this pool at point (75,57) where u see a gigantic frog name (Krag'wa the huge), tried 10 attempt got 6 great sea catfish.

The first dozen I caught had a drop rate of around 20%, then after that I cast 23 times and got nothing. Fishing off the rocks by the crafters area in Dazar.

Logged in to a different character. The first four casts were catfish. Same area. Very weird.

What a deceitful name. Should be called Great Lake (or River) Catfish, as these are found in interior bodies of water (lakes, rivers etc) not in the SEA which is in its name.

Caught some in the Kingsmouth River in Zuldazar just outside of Zandalar in Village in the Vines. You have to go past the Terrace of Crafters.

Nazwatha River starting at Coords /way 69.69, 23.20 and then follow the river to Blood Bog /way 53.03, 33.51. This is the one place I can fish them without having to battle. Makes for relaxing fishing experience. Don't forget to fish up the other pools of fish too, same as other expansions, fishing up one school can spawn the one you want sooner. Hardly much to combat here too. If you are doing this for cooking, save some of your Slimy Mackerel for Swamp Fish 'n Chips, which shows up during the later cooking. Anglers Fishing Raft is rather helpful for this.
