Class Tuning Hotfixes on 9.1.5 PTR for October 25th - Bestial Wrath PvP Mulitiplier

There were some hotfixes that were applied to the PTR earlier today and one of them nerfs the Bestial Wrath PvP multiplier for hunters.
This change is in addition to the
9.1.5 PTR build earlier today
, which had more class tuning to Mages, Warriors and Demon Hunters.
