You can learn Rank 1 and 2 of this recipe from the new Cooking Trainer, Fumario, in Meccagon.

I've found out that Rank 3 is the reward from the WQ in Nazjatar IF you have Rank 2 learned already.

At one point I only had Rank 1 and the WQ was offering Azerite.
As soon as I learned Rank 2, the reward changed to the Rank 3 recipe.

Be advised that you cannot learn the rank 3 recipe until you have hit skill 170 in BfA cooking. This is true even if you already have the rank 2 recipe learned. I discovered this today on this particular recipe, but I would assume that rule applies to all of the 8.2 rank 3 recipes.

Ok this took me a sec but in Mezzamere see Instructor Ulooaka. He gives you Rank 1.
