Traveler Pepe is found in various spots around the Broken Isles version of Dalaran. When you click on him, you'll be awarded the achievement The Tangerine Traveler. You'll find a list of spots to look for him on the achievement link.

on top of the metal spiky fence at the pet cemetery
inside The Violet Gate, room on the right, sitting on a barrel
on the balcony of the Curiosities & Moore shop

right outside Magical Menagerie next to Mei Francis
inside The Hunter's Reach
