While waiting for a hotfix, you can do one of the following to bypass the bug and complete the quest:

Try to loot the feather by flying away from the location a bit so you're in the same phase as the feather, then fly back into the spot to loot the feather. Do not move after landing - Use the Interact with Target key bind.
Party sync with a character that has not built their Warlords of Draenor shipyard. Remember that Party Sync is disabled when in a raid group.
