Maybe that's a bug, but when i look at different ilvl versions of this ring in-game the embelishment does not seem to scale at all with ilvl, only the default stats do. If you compare this to ANY other crafted embelished Item, all of their special proccs scale with ilvl.

Edit: Actually, looking at a wider range of embelishments...
Darkmoon Sigils on weapons do not scale with ilvl at all.
Both of the embelished Rings only scale the passive stats, the procc is fixed.
Craftable armor/sets only scale passive stats, the procc is fixed.
All Trinkets (Darkmoon Dominion + Alchemist Stone) DO scale with ilvl; both passive stats AND procc.
Both of the embelished Necks DO scale with ilvl; both passive stats AND procc.

I think this is inconsistent but i believe it was largely the same in TWW, so there probably is some design-idea behind it.

Edit2:
While the 2 Necks do scale their proccs with ilvl, both of them are "absolute numbers", so the amount of HPS/DPS added is fixed and does not scale with anything else - they are also not good. The only 2 noteworthy exceptions to the "embelishments do not scale with ilvl"-rule seem to be the Trinkets and Doublure en tisse-arcane.
