Got this from renowned beast that you summon in Harandar. Coordinates for lure spot is about 66, 48. Not a 100% drop.

As other commentors say, its 66, 48 Glimmering Cataract on the little "beach".
It will spawn Lumenfin lvl 90 Beast, no special abilities and can drop the Fin

If you having issues killing it as low lvl (since he spawns as 90) you can wait 4.50 sec and he will die on it's own giving you the chance to skin it.
