I've gotten this a few times from skinning Lynx de guerre in the Prieuré de la Flamme sacrée. I only have knowledge points in Luring so Trophy Taker doesn't seem to be needed.

I've gotten multiple of these per week/day. Not sure if there is a hard cap for the week, or a cap item like Fourrure abyssale, but I would expect there is at least a weekly limit. I don't think there is necessarily a relation between what type of creature you're skinning. I've had these a lot from chitin mobs, but I also got the Peau de tempête raffermie from them too.

Each week you get can 5 Peau de tempête raffermie from skinning/looting normal mobs (not small mobs that just drop grays from skinning) and then your next knowledge drop will be Fourrure abyssale then you're done until weekly reset.

You may also randomly get Serre tranchante but it is totally RNG and has no weekly limit.
