Speak to the rat in the third floor room of the vaults to get the scraps. You have to talk to it every five minutes to get scraps and you need 30 to get the torn recipe page. Once you have them all it should give you the recipe Deviously Deviled Eggs.

If you have EXTRA Torn Recipe Scraps, you can safely dispose of them. There's only 1 recipe (at the moment!)

Keep another 30 (or multiples of 30) around, so far there's one new recipe on the PTR coming with 10.1

If you use the rat outside the vault the item disappears and you can find the rat on the steps down into the vault to regain the item

you can use /target Recipe Rat to find out which door the rat is behind. Then mark him with an icon so you can see where he is located.
The rat is not every week present!
