This setup is gonna put you way over the block cap. If you're going CTC>Stam, you should swap
Fire of the Deep
for
Indomitable Pride
, and if you're going CTC>Avoidance, then even if you're reforging all your mastery to dodge/parry and gemming dodge/parry, you're gonna be over the cap. Might aswell get
Indomitable Pride
either way.

Yeah, I would say that now the goal is to *just* brush up against CTC without procs (so don't count Windwalk, per se), and then go ultra-heavy on Stamina. Solo-tanking (and 2 healing) Madness 10m-R isn't too difficult when you are sitting around 280k HP on the pull and are safely 102.4'd.
That being the case, I would strongly suggest the
Titanguard Wrists
from a friendly Smith over the ones listed. (Note the extra socket for a tasty elven peridot or deepholm iolite).
And absolutely use one full-on Stamina trinket. The
Heroic Scales of Life
are still very much pertinent and can be had for an AH purchase and a little luck on Heroic Shannox, Rhyo, or Staghelm.

Rings, error if you are making a BiS list;
Curled Twilight Claw
is better than
Signet of the Resolute
since you will be swiming in CtC stats at heroic levels anyway - there is even a valid argument to be made for the nonheroic 397 version of the curled twilight claw to be better than the VP ring due to mastery being present on the claw and the increasingly smaller maounts of avoidance from parry/dodge rating.
Curled Twilight Claw
brings 2.475% block to the table before gemming, while the VP ring only brings 1.89% avoidance to the table pre DR - for me thats less than heroic geared, its more like 1.46% avoidance.
Edit: Reading Comprehension Failure - you can safely ignore the first part since its for "normals", but teh second part still stands (a sI said, I'm les than heroic geared - I have 1 piece of heroic loot that I can equip if I like -

When you are CtC capped and doing T13 you want to convert as much of your CtC coverage (including avoidance) into stamina (through gemming), and anything that you can't convert is better spent in damage stats (hit/exp) to help get the content down faster, and thus reducing incoming damage.
The miniscule gains from converting block to avoidance isn't going to help your healers not keep you alive - I can't remember a single deadly thing in DS thats avoidable or blockable (with the exception of Heroic Ultraxions melee swings if you tank him too soon after using heroic will), so it is far better to convert to stamina and damage than to convert to avoidance.

Since the idea is to get to CtC coverage you will be gemming for mastery. Once you hit CtC you can exchange mastery (and avoidance stats) for stamina by changing your gems.
After you have removed all CtC from gems if you are still over CtC, it is by far mor effective to reforge into hit or expertise than it is to make miniscule mitigation changes (your healers will not notice, and they (the healers) do not run out of mana from tank healing, so they (the changes) don't matter).
Reforging to hit or expertise instead of using more secondary stat points to be CtC capped while not making a difference for the healers, will help you bring down bosses faster, and prevent more damage to the tank (you) AND the raid than reforging for miniscule mitigation increases on you alone - the deadly stuff won't be affected anyway.

Personal choices are personal and loot distribution is individual per guild.
That does not negate that it is better than the VP ring, and that there is nothing about that says dps apart from the measly +10 str socket bonus with a red socket - which as a tank you could safely ignore.
