"conclude by 2030!" can still mean tomorrow, they can still be 1 patch expansions

Finally some confirmation. No idea where people got the idea we're suddenly going to move to a yearly expansion release with only 1 patch.
Hmm I got the impression that they were increasing the rate at which we were getting xpacs.i guess that's not the case l. Or there's more to the saga then the three xpacs

Metzen said Worldsoul saga will play out over multiple expansions, he never implied nor stated clearly that the three next expansions shown at Blizzcon are the only Worldsoul saga expansions.
Conclude "BY" 2030. That means at the very latest it will be 2030, not that it's going to end on 31/12/2029. It could end literally any time before 2030 ('24, '25, '26 etc), hence faster release as mentioned at Blizzcon.
Everyone's so keen on blizzard churning out expansions like they were patches... I enjoy the slower pacing at times to catch a break every now and then between seasons to do other things in the game or play other games without feeling like I'm missing out on a new grind you have to put 100 hours into to stay relevant.

People just assume the worst from Blizzard in regards to monetization and churning out xpacs on a faster cadence while still being full priced wouldn't be surprising at all, given how predatory Blizzard has become over the years in regards to monetization. Combine that with the fact that we won't get a 10.3 and Metzen saying they want to deliver stuff faster, it wasn't really surprising.However, Ion already teased for an Alpha in Spring, which would mean Beta sometime later and at least 6 months between TWW Alpha and release, given their normal schedules. So "faster" probably means not by December but in Fall maybe.But at this point, everything is just speculation.
