Patch 1.1.0 Introduces Undocumented Level Requirements For World Tier 3 And 4

Patch 1.1.0 has introduced level requirements for World Tier 3 and 4. In addition to the experience adjustments that came with Diablo 4's most recent content update, this undocumented change showcases yet another hit to apparently unintended character progression and power-leveling low-level characters.
In a Blizzard forum post with over 300 replies and a Reddit thread with over 800 comments, players voice their frustration:

While multiple players assumed the actual level requirements would be Level 50 for World Tier 3 and Level 70 for World Tier 4, Youtuber
Zach Bitango
has tested the undocumented changes and found out that
Level 40 is required to get credit for completing the World Tier 3 Capstone Dungeon
and that
Level 60 is required to get credit for completing the World Tier 4 Capstone Dungeon
.
The intention behind the "stealth" change remains unclear: in-game, the World Tier interface still only recommends Level 50-70 for World Tier 3 and Level 70+ for World Tier 4. Blizzard has yet to comment on this drastic change, which hasn't appeared in the official patch notes.
