World Tiers
In Diablo IV, the World Tier mechanic adds an additional challenge for players who seek it. World Tier 1 and World Tier 2 are available from Level 1.
World Tier 1 is called "Adventure Mode" and is aimed at players who are new to the franchise or want to enjoy the story of Diablo IV.
Starting at Level 50, players will progress through additional World Tiers, much like Diablo III's game difficulties.
Higher World Tiers will unlock additional loot options such as Sacred and Ancestral Items.
There will be certain Unique items that can only drop in higher World Tiers.
According to Fergusson, the design of World Tiers supports the core idea of Diablo's gameplay loop. As you progress through the game, your character gets stronger and ready for higher difficulties, which then yield more rewards.
By "hitting the sweet spot" as a player between World Tier difficulties, progression becomes more meaningful when you find the one item that lets you tackle more challenging content.
World Tiers catalyze the idea of players' "power fantasies" in Diablo games, adding depth to the layers of customization which will give players a lot of different options when progressing and becoming more powerful with their characters.
World Bosses
At the end of World Tier 3, 4, and 5, players will need to defeat a World Boss to unlock the next World Tier.
Shely states that the last World Tier, which is designed for Level 100, contains an "extremely difficult" world boss.
Unlike Diablo 3 and Diablo Immortal, switching difficulties is not exclusively a matter of clicking a button - in Diablo IV, you have to defeat a "gatekeeper" that prevents you from progressing to the next World Tier, giving characters a more palpable sense of progression.
Defeating the Level 100 World Tier boss will get you to the "end of the end-game".
Legendary Items and Customization
Another layer of customization is the extraction of Legendary Powers. This way, players can customize their gear much more freely when they find a Legendary item with the right power on the wrong slot.
Applying Legendary Powers to Rare items gives players a lot of control because they can choose what base item they want to combine with a certain Legendary Power.
With other customization layers like the Skill Tree and Diablo IV's new Paragon Board in mind, two Barbarian players will look and play very differently as a result.
