The Mysterious 8.1.5 Dark Ranger Velonara Quest in the Scarlet Halls

One of the curious additions in the 8.1.5 data is the hint of a Dark Ranger questline taking us to the Scarlet Halls. While we've played through many new stories in 8.1.5, like the
War Campaign, Feathers, Magni, and Hati
...this Dark Ranger questline has eluded us.
Could this be related to a secret, or the start of an unfinished questline planned for a later patch in Battle for Azeroth?
The Data
The datamined map and introductory quests imply that we'll help rescue Dark Ranger Velonara from Scarlet Halls. This quest even has an Alliance version--quite interesting as both factions are at war.
New mail text points to Death Hunter Moorgoth from the Hunter Class Hall messaging Hunters about Dark Ranger Velonara:
Huntmaster %n,
No doubt your adventures in new lands keep you very busy, but a matter has arisen at the Trueshot Lodge that I fear requires someone of your unique expertise.
I hope you will meet me at the hunter's hall with all available haste. A dear friend of mine is in danger!

P.S. I am much less fixated on death these days, but everyone knows my title, and such things are difficult to shake once established. I'm certain you understand.
However the quest text for the introductory quest,
, sounds like it will be available to all classes as Moorgoth introduces himself as if you were an outsider:

There is a new map called "Scarlet Halls Dark Ranger" which looks similar to the normal Scarlet Halls dungeon map, except for no color shading in the boss area.
There is also some broadcast text from an early 8.1.5 PTR build, further confirming this quest was intended for both factions:
My feelings toward Dark Ranger Velonara may have been romantic at first, but now I see her as a dear friend.
She is a noble soul who cares deeply about her apprentice's welfare. I fear this concern has led her into peril.
Please, do whatever you can to ensure her safety!
As a member of the Alliance, you may not be inclined to care about Dark Ranger Velonara's welfare. But please know that there is another side to her.
However you may feel about dark rangers and their place in the Horde, I hope you understand my worry for Velonara's welfare.
Patch 8.1.5 also added several new Scarlet NPCs in the build with the Scarlet Halls map:

Leading up to this exchange, we learn that Moorgoth likes Velonara.
I am Moorgoth the Death Hunter, stalker of the night and master of shadows.
Would you like to browse my wares?
> Uh, have we met before?
Have you skirted the vast abyss of death? Have you stared entropy in the eye? Then you have met Moorgoth!
Oh. Right. I guess you have, haven't you? I should have thought that through.
I realize I didn't receive some divine calling to come here like some of the others, but I thought you would have need of my services.
> Don't think I've ever heard of "death hunters."
There aren't a lot of us. That is to say, only a few. Okay, it's me and a couple buddies. But our ranks will grow!
Our mandate is to patrol the shadowed roads of Azeroth and the realms beyond, keeping it safe for the innocent. And...
Look, I'm going to be honest. We just really, really think the dark rangers are amazing and we want to be near them.
> Wait. What?
I mean, just look at Velonara over there. She's like a dream! So brooding, so mysterious, so... dark.
Have you worked with her before? What was it like? Say, have you two ever...
Nevermind. Best not to know such things. The past is the past, and I need to focus on the future. My future with her.
That's why I got all these black roses. I was going to give her a dozen, but that doesn't feel like quite enough to impress her. Say, would you talk to her? About me, I mean? Maybe bring her a gift?
> I don't really want to get involved...
That's fantastic! You're really the greatest. Oh, I hope Velonara has noticed me!
> Well, it looks like I'll be speaking to her.
You then talk to her:
You: I was just talking to Moorgoth, and he...
Velonara: You mean that moping, black-clad imbecile across the way? The one who keeps leering at me? Yes, I've noticed him. He's not the first mortal to obsess over a dark ranger. I don't understand the fascination some have with death. He should spend his time pursuing the living, not longing for a dalliance with one who has already passed. Life is often wasted on the living.
You: You sound as if you miss your previous life.
Velonara: I was a maiden, pure and true. A young ranger in service of Silvermoon, betrothed to the nobleman of my dreams. Then Arthas came. I fell in battle as the mad prince cut a black scar through the land I loved. But at least I was at peace, I suppose. For a time. Until the Banshee Queen pulled me back from beyond and damned my soul into her service. You'll have to pardon me if I have little patience for imbeciles like Moorgoth, who take for granted what they have and think to find happiness in pain.
You: He doesn't seem like such a bad guy.
Velonara: <The dark ranger sighs.> I suppose he has a certain charm. He can't help his ignorance. But he must realize that my heart is incapable of feeling love or happiness, nor could we... engage in the sort of intimacy he desires. I am a dead, rotting thing, and only the abyss awaits me. Please if you find any fondness for him at all, break his heart now. It will save him true pain later. <Velonara pauses for a moment, then takes a single black rose and caresses its petals.>
You: I'll let him down easily.
You then return to Moorgoth:
You: Sorry, Moorgoth. She said no.
Moorgoth: Really? I thought she might... Oh, I get it. I figured she had a thing for you. Makes sense. Brave hero, leader of the Unseen Path... How can a guy like me compete with all that? Thanks anyway, <name>. No hard feelings, right? Say I don't suppose you'd talk to Dark Ranger Alina for me, would you? She's so gorgeous...
You: I have to go.
Moorgoth: Okay, okay, fine. Anytime you're interested in browsing my wares, let me know.
In addition to the humorous nature of the dialogue, we have hints that Velonara is unhappy with her state of Undeath. While she serves Sylvanas as a Dark Ranger, Velonara uses language implying she was forced into service
many years ago
, no longer at peace.
But at least I was at peace, I suppose. For a time. Until the Banshee Queen pulled me back from beyond and damned my soul into her service.
The concept of Forsaken and free will has been called into question once again in Patch 8.1, as Horde players resurrect Delaryn and Sira Moonwarden in the
Night Warrior Questline
, who are oddly-compliant in serving Sylvanas after being part of the Night Elf resistance.
Going back to Velonara's quote from Legion, we can see it is a bit different from her mindset in Warlords of Draenor, where she was unequivocally eager to serve Sylvanas in

Velonara was one of Sylvanas' low-ranking rangers, but her success in the Scarlet Monastery during the Cataclysm opened up new opportunities for her. When the Dark Lady asked for volunteers to make the trek into Draenor, Velonara answered without hesitation. Any opportunity to please the Dark Lady is worth the risk.
Scarlet Halls
Battle for Azeroth revisits many stories from past expansions, checking in on organizations and characters we haven't seen in a while. The Scarlet Crusade, a fanatical organization fighting the Forsaken and the Scourge, was significantly weakened after the fall of the Lich King, but their story is not yet over. Mists of Pandaria revamped their headquarters

, dealing a further blow to the Scarlet Crusade as Lilian Voss works with adventurers to obtain the Blades of the Anointed and prevent Sally Whitemane from resurrecting ever again. In Legion, Death Knights return to the Monastery for the quest

Legion also added the

to the Darkmoon Faire, who sells transmog to fund the organization:
I can see you're a friend of the Crusade. I've managed to smuggle some equipment out of the Monastery in an attempt to raise funds for our order. We will not rest until the unliving have been driven from Azeroth!
Do keep in mind you and your ilk have left us on the verge of ruin, so what I'm selling won't come cheap.
Velonara also has a long history with Scarlet Monastery--before the revamp in Mists of Pandaria, she was a questgiver found in all of the wings, working with adventurers to strike back against the Scarlet Crusade. We even learn in
Die dunkle Seite des Lichts
that Interrogator Vishas tortured her mother. She dealt a significant blow to the Scarlet Crusade, as together with the adventurer, we struck down many of their major leaders. Her success did not escape the notice of Sylvanas, as she then rose through the ranks and became a questgiver and follower in Warlords, then the Dark Ranger representative at Trueshot Lodge.
The remains of the Scarlet Crusade are likely infuriated that Sylvanas has destroyed Lordaeron with plague, so perhaps they have rallied to fight back against the Forsaken once again.
Battle for Azeroth has been dropping hints throughout that the Light is not purely a force of good, just like the Void is not purely a force of evil. We've seen this in the
Mag'har Orc Scenario
where the tyrannical Lightbound hunt down the Mag'har Orcs. Should this Scarlet Crusade quest make it in-game, it would serve as another reminder that the Light can lead to zealotry and harm.
The Identity of the Pupil
If the Scarlet Crusade is still active in Scarlet Halls, Velonara as a Dark Ranger could be in danger. We don't know much about the identity of her pupil, but we know he is a newly-raised Forsaken that has family. Perhaps, as this quest is available to both Alliance and Horde, the apprentice Dark Ranger will be someone that is recognizable to both factions. While we've seen many newly-raised
Dark Rangers at Darkshore
, Delaryn is likely not making an appearance as the quest specifies the apprentice Dark Ranger is male.
Back in Legion, we learned in
Inspektion
that Nathanos is training a new group of rangers, so it is interesting that Velonara is training one specific ranger. Perhaps Nathanos is too busy to train all of the new rangers, with his increased responsibilities in BFA, or Velonara had past interactions with this specific Dark Ranger.
The presence of the letter from his brother indicates that either his brother is Forsaken, or if another race, is unusually close-knit as many in Azeroth shun the Forsaken. Perhaps the brother has been captured by the Scarlet Crusade and needs assistance--or the letter could also be a ruse planted by the Scarlet Crusade to lure Velonara into a trap, as part of their mission to eradicate the Forsaken.
