If you need to get to Echo Isles for the Fallen Chieftan quest line, you can take a ship from Dazar'alor, Horde's main hub in Zuldazar. Head to the dock that the ship Banshee's Wail is at. (The ship where you queue missions and go to one of the islands on Kul Tiras.) If the Banshee's Wail is on your left, the Echo Isles ship is at the very end of the dock.

You know you're in the right place if you see Dockmaster Toranko.

You cannot quest here unless you are a troll... It hasn't been mentioned anywhere but me and my friend decided to 'Recruit a Friend'. Once summoned I had zero quests but they as a troll did... I just had to spend my time killing stuff till level 5 and then you can go across the water to start those quests.

Alliance: if you are trying to reach Zandalar without doing the intro quests in Boralus, you can take the boat in Echo Isles to Dazar'alor. The boat dock is on the north-east island.
