Where to get these items from.

These items like many other Tier items, require a Tier token. All the Tier tokens can be obtained from Ulduar 25 man.
However, the Head and Chest TOKEN can be purchased from the Justice Point vendors in Dalaran for 770 points each.
The Gloves and the Pants (Not the Tokens, but the items themselves) also drop from Emalon 25 man in Vault of Archavon.

Head - Conqueror's Terrorblade Helmet - Costs Crown of the Wayward Vanquisher - Tier Token Drops from Cache of Storms (Thorim 25) and is also sold by Magister Sarien for Horde and Arcanist Firael for Alliance for 770 Justice Points
Shoulders - Conqueror's Terrorblade Pauldrons - Costs Mantle of the Wayward Vanquisher - Tier Token Drops from Yogg-Saron 25
Chest - Conqueror's Terrorblade Breastplate - Costs Breastplate of the Wayward Vanquisher - Tier Token Drops from Cache of Winter (Hodir 25) and is also sold by Magister Sarien for Horde and Arcanist Firael for Alliance for 770 Justice Points
Gloves - Conqueror's Terrorblade Gauntlets - Costs Gauntlets of the Wayward Vanquisher - Tier Token Drops from Mimiron 25. The Gloves (Not the token) are also dropped by Emalon the Storm Watcher on 25 man difficulty
Legs - Conqueror's Terrorblade Legplates - Costs Legplates of the Wayward Vanquisher - Tier Token Drops from Freya's Gift (Freya 25). The Pants (Not the token) are also dropped by Emalon the Storm Watcher on 25 man difficulty

I searched for a matching pair of boots, but could not find one. The ones mentioned above dont seem to be the correct color. The legs actually are long enough you can get something simple like 达伦德之靴, and looks pretty good. If anyone can find a tier appropriate set of boots that would be cool.

i have found this belt 鬼火腰带 and these boots 无尽征程之靴 to go pretty well with this tier 8,5. At least on human female model.

As an alternative to the belt you can use 血牙腰带 too!

There is no true belt item that matches the skull graphic of the pants. The closest thing that matches the color of the set is 泰坦铸造胜利腰带

哈卡莱双生刃 Has a very cool purple glow around it that goes with this set nicely if you wanna be extra flashy! :)

These boots, Tyrannical Gladiator's Boots of Alacrity, go well with this set. I believe they are the best.

can't stand the headpiece, so i use 投机者的皮甲头盔 instead.
best belt i can find is 寂林腰带.
boots was pretty hard to find, after looking trough all leather boots available for alliance rogues via the database item gallery i found all of these to be decent:

达伦德之靴
塞纳里奥迅捷长靴
无尽征程之靴
恶毒蟒皮长靴 (ended up becoming my choice)

For the belt it's absolutely the best to hide your current one whichever you wear because legs of this set have the matching one. You can see that when you view this set in 3D. As for the boots there are some options. My preference is 咸水便鞋.

Since there are no feet with this set that go with it well enough, just be a rebel and wear 格里伏塔的正品巨魔鞋 and hide your belt. Clearly this must be the way blizz intended this set to look.

The boots that I think match this set the best are 阴郁命运便鞋. They blend in with the legs enough as to not draw attention. I also use dual 魔钢长剑 with 幻象：狂暴 for that extra touch of red.

Side note: Nothing completes this set more then 罪奔者布兰契
