This set uses the Blue variant of the "C3 Cloth" artwork and forms a complete six-piece set.

There isn't any art for the headpiece or shoulders. The ones included in this set are therefore just unrelated pieces that the creators chose to fill in the gaps. So feel free to pick something else if you feel it matches better as there's no "perfect" match.

Of note, only this colour of the set has belt artwork. I'm not sure why they'd create a belt for this colour and not the rest.

There are four other colours of this set in the artwork database and three of them are available in the game as complete sets. See:

The missing colour, Olive, doesn't seem to have any pieces in the game. It's much like the green colour, just a bit more, well, olive...

Thanks for the rundown on this set, which I've been collecting slowly. I like this look a lot, though I am not keen on the shoulders. Tasteful shoulders in blue seem to be hard to come by (well tasteful shoulders in any color in this game, really). Arcane Pads are probably the best and least obtrusive version for the set, but Mistscape Mantle will do until a set of those shows up in the Auction House. I'm thinking that it would look good with a gold cloak, say 烬丝披风 or 紫绸披风. The 女巫头饰 looks like it would be a decent substitute if you can't come across the actual Mistscape hat.

月布护肩 is a rather good choice for shoulders to this set, the colours is almost spot on and they aren't very big or clunky. Adding a screenshot of it.
