This armour style resembles a typical ancient (times equivalent to Medieval Europe) Chinese soldier in the army of almost every dynasty that is established by Han Chinese in the past 2,000 years, even may date back to the Spring and Autumn period. To be more specific, the armour is most often used by archers or crossbowmen (well, I believe you all know Chu-ko-nu, the name of which attributes to Zhuge Liang, a very very very famous person from Three Kingdoms Era), which is exactly the reason to be MAIL. If you would ever read Chinese history, you will see this style penetrate all dynasties. Blizzard must be having Chinese history expert in their team.

Wowhead has this set as being "Mogu'shan Vaults Raid Set". However, this set is more easily obtained from Timeless Mail gear for Hunters & Shamans. These drop frequently on the Timeless Isle.
