It should be noted that as of patch 5.0.4, the shoulders actually match the overall color scheme of the rest of the armor. Random time to change it, but I for one am glad!

There are also some Northrend quest rewards that match this set, for example:

However, since the pieces in the set are available either through Blacksmithing or as BoE greens, that's probably going to be an easier place to find them if you've done the quests already.

If you are going for the Transmog of this, easiest way is to buy from Eruk Stonespeaker (after the ship sinking in Vash'jir) or from Iris Moondreamer (Mount Hyjal, Nordrassil, about 10 steps behind Ysera). He contains the whole set for 25g per piece.
