I really hope this is linked to Robin Williams tribute... I'd use this title instead of my Insane title. Such a loss, his death.

Edit: This title used to be "Comedian" which was recently (Oct 06, 2014) changed to Masked Chuckler. And it will now be rewarded from the 嘲颅兽人. What a shame.

Purely speculation, but judging by the title name, perhaps this will be earned by doing something like using /joke on each class or race?

Edit: Or, perhaps, /joke on each of the Robin Williams tribute NPCs.

Edit 2: Nope, speculation was wrong. You must get Exalted with the Laughing Skulls.

You obtain this title when you reach EXALTED with 嘲颅兽人 in Warlords of Draenor.
