I just got one of these and they were selling for 15000 in the auction house so I thought I would look and see what it's used for before I sold it. So far no information.

Name of the enchanting ability is misleading, it is "supposedly" to create Eternal Crystals, otherwise it should be named as "Eternal (Crystal) Shatter". Also, there is a recipe sold by Wild Hunt Quartermaster named 公式：圣洁碎片 which does the same thing as 永恒水晶 according to in-game explanatory text: "Use: Teaches you how to convert an Eternal Crystal into Sacred Shards."
