For anyone wondering, Pressure Points (at patch 8.1.0 build 28202) WILL kill the target when he is at 10% either at the moment of the usage of the skill, or in the 8 seconds window after it. Illustrating:
Target is at 10% - You use it, it kills it.
Target is at 20% - You use it, it doesnt kill it, but the 8 second debuff is there. You (or anything else) makes the target health drop to 10% in the 8 second window: target dies.

This one is really fun in random battlegrounds. You just dive in and kill the low health target and dive out and when the two factions are zerging anyway, you can just chainkill the enemy team. I had damage numbers around 120k to 150k on killing the targets with this skill. You should act quickly or wait until the pala used his bubble.

In pvp (doesn't work that way in war mode pve), you can cast this on a target that is above 10% health and the insta kill effect will still occur if the player drops below the threshold while ToD is up. The effect doesn't actually kill the target but deals a huge amount of damage (100% user hp in pve, around 200% in pvp). As such this talent is a reliable way of getting last hits when in groups for example when farming bloody coins in battlegrounds or wpvp.
