I did this at lvl 56, I would think like most other cloth turn ins this would be available to anyone level 50 and up who has also completed the Wool, Silk and Mageweave donation quests. Runecloth donations aren't accepted at any Cloth Quartermaster until the three previous have been completed.

This quest counts towards Loremaster of Eastern Kingdoms and 3000 Quests Completed.

With the Recruit-A-Friend triple xp bonus this is one nice quest to turn in if you have the cloth:

28,650 XP for ONE city. For Horde if you turned in all 4 you would get 114,600 experience ... /dance!

are there any prerequisites to this quest? because when i talk to the npc he only allows me to donate wool, silk and mageweave
