Okay so I thought this move was ridiculously broken since it always blocks out more damage than it says.
But apparently I didn't notice for a whole month that wild pets do 20% reduced damage. I knew about the 20% reduced health but not the damage. So when a tooltip says a wild opponent pet's move does 200 damage it will be reduced to 160 and then the shield comes in to reduce it down to next to nothing.
Or maybe it's just that all the tooltips I have are provided by addons that use the stats for captured pets to calculate the damage to show! I don't know for sure.
When I start pet PvP I will try to abuse Stoneskin and Shell Shield and see how they hold up.
The strength of the shield is depending on the power of your pet.
With a power-breed pet this move can mean complete immunity to burns, dots, and swarms.

I just saw a wild pet with a 46 damage shield getting 55, 74, 72, and 66 damage reduction when my attacks were super effective. Maybe the shield is applied before the +50% type advantage bonus comes in.

The shield power depends on attack power of the pet.
The damage that reduced by the shield is = 5 + attack power / 4
