In the beginning of this quest chain ("Syth's Secret), The Eye of Anzu is not an object on the ground. It is dropped by an NPC named Sun-Talon Oberyx. He is in a small underground cave, just up the road from the questgiver. Coords to cave / hole entrance are 49.41

As stated above in the Objectives tab, this instance of The Eye of Anzu exists during 泰罗克的贬落.
It can be found on the ground, infront of a tree, South of where the quest began.
