They should be available at every capital city as I found them in Ironforge right outside the main gates and Darnassus by the docks to Stormwind; for the 4th of July event. I suspect Exodar is a similar case but I have not confirmed it. Enjoy!

Quick! They are available on New Year's Eve!

Simply visit a major city of your faction to grab a Festive Mug from a table, which will appear as an Empty Festival Mug in your inventory. Fill it next to the table from a Festive Keg to get a Filled Festive Mug.

Drinking it grants your character 30 seconds of Slowfall called Lightheaded, and the mug is reusable.
