If you can't see it on 11.0 check this out: "You have to do the War Within Prepatch quests (both Harbinger and the one where you go to and to the Bronzebeard family quests) for him to reshow up. They must have instanced Warmage Silva in the prematch version of Legion Dalaran. Both short quests; have to do it on the character that you want to turn rep in for. I figured it out because one of my war band characters could see Warmage Silva and that char had done the quests" Taken from here
But as of today (August-02-24) maybe you can't do the Harbinger anymore, the one at Silithus is enough (tested by me).
Edit: today, on 09/01/2024, 11.02, is missing again, both if your alt is deep in Khaz Algar or has not done the quest to go to Dornogal. Also, I don't know why there is a duplicated page for this NPC: This is another one

So I did some experimenting and here's what I came up with. So my main is screwed but I figured out that if my alts weren't seeing Warmage Silva, I could go back to Dornagol and do Brann's quest called "Adventuring in Khaz Algar", where he send you to the Scouting Map to choose a zone to quest in. After completing it, I went back to Dalaran and Warmage Silva was just standing where he was supposed to be.

Like I said though, my main is screwed because I took her through the whole pre-patch campaign, the entire TWW campaign and did every single quest in the whole expansion to get the Loremaster of Khaz Algar achievement, and that character STILL can't see Warmage.
