I just went to go kill him today at 7:26pm. He was not there not even pathing around.

Came across this guy whilst in a raid group doing the Daily Apexis Crystal quest. Seems to have an extremely low spawn rate.

Unfortunately dropped only 8 Apexis Crystals and a Primal Spirit for me.

Edit: Found him again just now (3:10AM on Mazrigos). Soloed as a 613 Protection Paladin. Interrupt his 审判 attack and move away from the conal 神圣打击.

Has a chance to drop 警戒者护肩 only ONCE per day. After this he will no longer be rare until the daily reset. Dropped item has a chance to be Warforged and/or have a bonus stat/socket.

if i not mistaken, he have 30 min or 1h respawn time.

Flew over and watched him die.
Sat at the spawn point and wated around 3 hours till he respawned.
