To get 高阶鸦语者 quest all you need to do is the campaign quest it must be (Story Progress 5/9) so you can get the quest >> here is the starter quest >> 斯克提斯的暗影 it will take 30 min as lvl 70 to do the camping to 5/9 do it until you get Anzu <Raven God> NPC in the city and it will give you 狂热的鸦语者 do it until you get 高阶鸦语者 after you finish it you can visit 泽塔尔 so you can buy 凤凰灰烬护符 for the secret pet 愿翼凤凰

I am exalted with the Arakoa and have the achievmenet Between Arak and a Hard Place, which I completed when Warlords of Draenor was released, have a garrison with most achievements completed for it as well. I am unable to see Zektar. Looked for him again today, 5/7/23 and found him at the 52,49 coordinates.

He can be found at the Nest of the Ravenspeakers at x: 52.10 y: 50.48

Unlocking 泽塔尔 in Dragonflight on a character that never played WoD can be a pain, as it's not clear what exactly is required. To the best of my knowledge, the following is the bare minimum you need to do (I did it on a horde character, so alliance may be different):

Storylines:
You only need to complete 暗影蔽日, 鸦爪祭司的秘密, 阿兰卡诸神 and 埃匹希斯的遗产.

Where to start:
Some players are reporting to get a breadcrumb quest from the garrison, but as I don't have a garrison on the specific character used, I can't comment on that. For me, the chain for the storyline 暗影蔽日 started with the quest 斯克提斯的暗影 from 阿兹克.

After completing 暗影蔽日, 暗影贤者艾斯卡 offers the quest 来自纳格兰的消息. This is not needed! Instead, pick up the quest 自己人 from 暗影猎手乌卡比. After turning that in, continue with 检阅你的部队. On horde side this will take you to Axefall. Here, complete the quest 有何指令，指挥官？ from 监工高尼克. Then, pick up 返回泰罗克鸦巢 from 珀西 in Axefall (or the corresponding alliance area). You will then get the quests 最后的鸦爪祭司 from 暗影贤者艾斯卡 as well as 卡利鸟驯养者 and 鸦爪岗哨 from 瑞沙德. These quests will start the storylines 鸦爪祭司的秘密 and 阿兰卡诸神.

From here, it's fairly straightforward until you complete the storylines 阿兰卡诸神 and 埃匹希斯的遗产. Then, 安苏 will move to Veil Terokk and offer the quest 狂热的鸦语者. This leads to 前去……救人？ and 高阶鸦语者, at which point 泽塔尔 will be unlocked.
