Can someone please tell me how I can get this guy to appear? I can't seem to find him :(

I'm not sure about pre-Cata, but the egg for summoning the boss doesn't disappear when you turn in the quest. Just make sure you don't destroy it, and keep it in your bank or the guild bank for later use.

Probably could also auction it, as it's not soulbound.

Farming your female Boob protection gear? DO NOT COMPLETE THE QUEST THAT MAKES YOU SUMMON HIM.
I thought it was kind of fishy that you need an item to summon this guy so I didnt complete quest. Just ran back outside, reset and came back in. If you complete the quest you cant summon him anymore.

Was able to summon boss by clicking on the item next to the circle without ever doing or picking up the quest.

I can confirm that there is idd a pile of skull's you can click on to summon this boss, with or without having completet the quest. It's right next to the circle so you cant miss it:)

Boss is bugged as of patch 7.3 and not dropping loot. Blizzard aware

For Hunters attempting to tame this mob, it does NOT retain it's name upon taming. It's simply called, "Wind Serpent" upon taming.

Secondly, the doors will trap you (re-clicking the mound to resummon the boss does nothing), forcing you to use a hearthstone in order to leave.
